| 中文摘要: | 伴随着《关于推进“上云用数赋智”行动培育新经济发展实施方案》的正 式提出,具备条件的大数据行业领域和相关企业备受鼓励,目前正以前所未有 的高速以及高质量发展模式向各行各业拓展延伸。与此同时,随着人工智能、大 数据、数字孪生和区块链等信息技术的发展,地方政府也在与时俱进,越来越重 视智慧政府的建设,纷纷开展智慧城市建设的探索。经过业务转型和行业的多年 深耕后,DT 公司在数据智能行业中的细分领域——政务服务大数据领域取得一 定的成果,已落地的场景和解决方案众多。但是与众多大数据行业的上市公司 相比较,公司仍然存在战略定位不清晰,业务构成不合理,顶尖人才不足等问 题。而以政务大数据公司为研究对象的竞争战略管理研究文献较少且内容不 深,DT 公司无法有效地从中汲取普适性的行业竞争战略的相关经验。 DT 公司是上海市大数据行业的一家政务数据服务类中小型企业,为了解决 该企业当前存在的问题,同时为行业内其他面临相同市场环境与问题的企业未 来发展提供借鉴,笔者以 DT 公司为研究对象,在整理收集相关理论和国内外文 献综述的基础上,研究大数据在智慧政府中的应用,并结合企业的现状,当前的 战略和面临的问题,探讨分析 DT 大数据公司自身的资源和能力,以及面临的宏 观环境与行业环境。通过分析 DT 公司的优势、劣势、机会、威胁,并结合公司 的使命与愿景、战略目标,选择并制定了能为 DT 大数据公司带来长久竞争优势 的企业差异化竞争战略,从组织结构差异化、研发与设计差异化、营销差异化、 行业布局差异化四方面内容详细阐述了差异化竞争战略的内容。同时,针对以上 战略,本文也阐述了 DT 公司在完善人力资源管理、保障组织高效协同、加强企 业文化建设、提高交付水平、健全财务制度等方面的保障措施。 | |
| 英文摘要: | With the official proposal of the "Implementation Plan for Promoting the Action of "Going to the Cloud and Empowering Intelligence with Data" to Cultivate New Economic Development", qualified big data industry fields and related enterprises are highly encouraged, and are currently developing at an unprecedented high speed and high quality. Expand and extend to all walks of life.At the same time, with the development of information technology such as artificial intelligence, big data, digital twin and blockchain, local governments are also advancing with the times, paying more and more attention to the construction of smart government, and have carried out the exploration of smart city construction. After years of business transformation and deep plowing in the industry, DT has made certain achievements in the field of big data for government consulting, a segment of the data intelligence industry, and has landed many scenarios and solutions. However, compared with many listed companies in the big data industry, the company still has problems such as unclear strategic positioning, unreasonable business composition and insufficient top talents. The research literature on competitive strategy management with government big data companies as the research object is relatively small and not deep, and DT can not effectively learn from it the relevant experience of universal competitive strategy in the industry. In order to solve the current problems faced by the company and to provide reference for the future development of other companies in the industry facing the same market environment and problems, the author takes DT company as the research object, based on the compilation and collection of relevant theories and domestic and foreign literature review, to study the application of smart government and big data in smart government, and The current situation of the company, its current strategy and the problems it faces, the resources and capabilities of DT Big Data Company, and the macro environment and industry environment it faces are discussed and analyzed. By analyzing DT's the strengths of the DT, weaknesses, opportunities and threats, and combining with the company's mission and vision,strategic positioning and objectives, the company selects and formulates a differentiated competitive strategy that can bring long-lasting competitive advantages to DT Big Data, and elaborates the content of the differentiated competitive strategy from four aspects:organizational structure differentiation,R&D and design differentiation, marketing differentiation, industry layout differentiation. At the same time, this thesis also elaborates the guarantee measures of DT in improving human resource management, guaranteeing organizational synergy, strengthening corporate culture, improving delivery level, and sound financial system in response to the above strategies. | |
