中文摘要:村镇银行是指经中国银行保险业监督管理委员会依据有关法律、法规批准,由境内外金融机构、境内非金融机构企业法人、境内自然人出资,在农村地区设立的主要为当地农民、农业和农村经济发展提供金融服务的银行业金融机构。村镇银行的建立,有效地填补了农村地区金融服务的空白,增加了农村地区的金融支持力度。2019年底的新冠疫情出现后,我国长期处于疫情防控常态化,在此背景之下,农村耕地抛荒、农产品滞销、涉农企业上下游资金链断裂等各种问题频发,客观导致涉农贷款的还款风险持续增大,对于银行贷款管理的要求也就变得越来越高,这种情况对于村镇银行涉农贷款业务的影响格外严重。面对疫情给村镇银行提出的各项挑战,如何积极落实政策扶持,确保贷款资金能够落到农户手中,打通“支农最后一公里”,保障涉农贷款申请的可得率,业务流程优化是其中的关键,有着不能忽视的重要作用。 本文以襄垣县RH村镇银行作为案例企业,以涉农贷款业务流程改进方案为研究对象,综合运用文献分析法、案例分析法、实习调研访谈法等研究方法,对襄垣县RH村镇银行的涉农贷款业务流程展开了研究。本文从襄垣县RH村镇银行涉农贷款业务现状以及传统贷款业务流程入手,对其在疫情防控期间暴露出的业务流程耗时长、产品模式单一、信用评级不完善、贷后风险管理不足的问题进行了分析,阐述了襄垣县RH村镇银行进行涉农贷款业务流程改进的必要性。随后,根据流程优化理论和六西格玛管理理论,针对襄垣县RH村镇银行涉农贷款现有业务流程中的问题,运用ESIA分析法对业务流程进行清除与简化、产业链资源整合、自动化信息系统搭建等步骤以完成改进方案的设计,具体内容包括以下四个方面:第一,对涉农贷款业务关键环节进行优化,涉及组织架构调整、重复流程清除、岗位职责简化等方面;第二,引入“合作社+公司+农户”业务模式,提升了涉农贷款产品的市场适配性;第三,完善涉农贷款信用评级体系建设,进一步保障审批流程的标准化,提高贷款可得率;第四,为应对疫情等突发风险对襄垣县RH村镇银行涉农贷款业务进一步产生负面影响,在贷后管理流程中新建了风险监测机制,并对其不良贷款清收流程进行了重造。完成方案设计后,本文通过结合实际案例的运用和实际效果,总结分析出了改进后贷款流程的整体优势。 本文以点带面,通过对襄垣县RH村镇银行涉农贷款业务流程的改进方案设计,探索出了能够实现推广意义的村镇银行涉农贷款新模式,对襄垣区域农业金融发展提供了一定的参考价值。同时,由于村镇银行体量较小,发展时间较短,国内研究领域对村镇银行的研究多集中于战略定位、治理模式、发展前景等宏观视角内,本文的研究对于日后村镇银行具体业务流程改进研究有一定的借鉴价值。 
英文摘要:Village banks are approved by the China Banking and Insurance Regulatory Commission in accordance with relevant laws and regulations, funded by domestic and foreign financial institutions, domestic non-financial institution corporate legal persons and domestic natural persons, set up in rural areas, mainly to provide financial services for local farmers, agriculture and rural economic development of the banking industry financial institutions. The establishment of village banks has effectively filled the gap of financial services in rural areas and increased financial support to rural areas.After the emergence of a new coronary heart disease epidemic at the end of 2019, China has been in the normalization of epidemic prevention and control for a long time, and in this context, various problems such as abandonment of rural arable land, stagnant sales of agricultural products, and breakage of upstream and downstream capital chains of agriculture-related enterprises have occurred frequently. Objectively, this has led to an increasing risk of repayment of agriculture-related loans and higher requirements for bank loan management, a situation that has had a particularly serious impact on rural banks' agriculture-related loan business. Faced with the challenges brought by the epidemic to village banks, how to actively implement policy support, ensure that loan funds can reach farmers, open up the "last mile to support agriculture" and guarantee that agriculture-related loan applications are in place, business process optimization is one of the keys and has an important role that cannot be ignored. This paper takes RH Village Bank of Xiang Yuan County as an example, takes the business process improvement program of agriculture-related loans as the research object, and adopts literature analysis method, case study method, internship research interview method and other research methods to study the business process of agriculture-related loans of RH Village Bank of Xiang Yuan County. Starting from the current situation of farm-related loan business and traditional loan business process of Xiang Yuan County RH Village Bank, this paper analyzes the problems exposed by its business process in the epidemic, such as time-consuming business process, single product model, imperfect credit rating, and insufficient post-loan risk management, and elaborates the necessity of farm-related loan business process improvement of Xiang Yuan County RH Village Bank. Then, according to the process optimization theory and six sigma management theory, the problems in the existing agriculture-related loan business process of RH Village Bank of Xiang Yuan County are addressed, and the ESIA analysis method is applied to remove and simplify the business process, integrate the industry chain resources, build an automated information system, and complete the design of the improvement plan, which includes the following four aspects. First, the key links of agriculture-related loan business First, the key links of agriculture-related loan business are optimized, involving organizational structure adjustment, process duplication and job duty simplification; second, the business model of "cooperative + company + farmer" is introduced to improve the marketability of agriculture-related loan products and increase the loan availability rate. Third, to improve the credit rating system of agriculture-related loans to further ensure the standardization of the approval process; fourth, to improve the credit rating system of agriculture-related loans and standardize the approval process in response to unexpected events such as epidemics. Fourth, in order to cope with the negative impact of unexpected risks such as the epidemic on the farm-related loan business of RH Village Bank of Xiang Yuan County, a new risk monitoring mechanism is established in the post-loan management process and the non-performing loan collection process is reformulated. After completing the program design, this paper summarizes and analyzes the overall advantages of the improved loan process by combining the application and practical effects of actual cases. This paper explores a new model of village banks' agriculture-related lending that can be replicated by improving the business process design of RH village banks in Xiang Yuan County, which provides a certain reference value for the development of agricultural finance in Xiang Yuan region. At the same time, due to the small volume and short development time of village banks, the research on village banks in the domestic research field is mostly focused on strategic positioning, governance model, development prospects and other macroscopic perspectives, and the research in this paper has some reference value for future research on specific business process improvement of village banks.
