中文摘要：	随着我国城市化进程推进，人口不断向城市聚集，建设轨道交通来缓解城市交通拥堵的需求日益增加。轨道交通项目建设周期长、投资大、运营成本高，有一定的垄断性和公益性，因此通常由政府主导出资建设。这一投资模式的优势是操作简便，应用成熟；而弊端是政府承受着巨大的资金压力，还面临着轨道交通线路运营中管理效率低下的难题。基于这一现实情况，城市轨道交通项目的融资也成为理论界和实务界关注的问题。 论文以正在筹建的宝承线为例，深入进行了轨道交通项目PPP模式融资研究。宝承线所在城市有多条轨道交通线路亟待建设，轨道交通线路的建设将有助于城市经济发展规划和区域综合开发计划的实施。但是在城市轨道交通线路融资和建设中存在着承建主体内源性融资不足、外部融资渠道和方式较少、项目投融资主体单一等融资困境。本文以实践中发现的轨道交通项目建设所面临的融资问题为基础，针对问题给出可行的分析方式和方案构建，使研究结论具有可操作性，为同类项目提供了借鉴意义。 论文首先对正在筹建的轨道交通宝承线的项目背景进行描述，对项目基本情况、项目建设的必要性以及项目融资现状介绍。结合以上具体情况对项目融资困境及其成因进行分析；然后阐述了轨道交通宝承线融资方案优化的原则，并借鉴当前国内主要城市轨道交通融资模式，立足于项目情况采用PPP模式落实建设资金；随后对PPP模式在宝承线项目中的应用进行构建；最后对轨道交通宝承线PPP模式融资方案的实施提出了保障措施，使PPP模式在项目融资中的应用切实可行。 资金是轨道交通项目建设的重要保障，做好融资对于项目的投资和建设意义重大。本文希望通过对宝承线实施PPP模式融资的方案进行构建和研究，为PPP模式应用于轨道交通项目的融资提供完善的思路和方法，缓解轨道交通项目融资难题，促进其融资方式多元化发展，加快这一领域投融资的市场化改革。
英文摘要：	As our country's urbanization process continues to advance and the population continues to gather in cities, the demand for the construction of rail transit to alleviate traffic congestion continues to increase. Rail transit has a long construction period, large investment, high operating costs, a certain degree of monopoly and public welfare. Therefore, the government usually leads the investment and construction. Advantages of this mode include easy to operate and mature. Disadvantages include that the government is under huge financial pressure and faces the problem of inefficient management in the operation of rail transit lines. The financing of urban rail transit project has also become a concern of theoretical and practical circles. Taking the Baocheng line under construction as an example, this paper makes an in-depth study on the PPP mode financing of rail transit projects. There are many rail transit lines to be built in the city where Baocheng line is located. The construction of rail transit lines will help the implementation of regional economic development plans and regional comprehensive development plans. However, the construction of rail transit lines is facing problems of blocked endogenous financing channel, single financing channel and huge funding gaps in the construction of rail transit lines. Based on the financing problems faced by rail transit project construction found in practice, this paper gives feasible analysis methods and scheme construction for the problems, which makes the research conclusions operable and provides reference for similar projects. Firstly, this paper describes the general situation of rail transit Baocheng line under construction, introduces the business development condition and financial condition of the project implementing agency, elaborates the necessity of project construction and the financing problems in combination with the project situation and analyzes the causes of problems. Secondly, this paper elaborates the objectives and principles of the optimization of the financing plan for rail transit Baocheng line and summarizes the financing modes of major domestic cities in rail transit construction. Based on the project situation, PPP mode is adopted to implement the construction funds. It analyzes the structural design, feasibility and advantages of the PPP mode applied to the rail transit Baocheng line project and integrates the TOD mode into the PPP application of rail transit Baocheng line. Finally, this paper puts forward safeguard measures for the implementation of rail transit Baocheng line financing plan. Fund is an important guarantee for the construction of rail transit projects. Good financing is of great significance to the investment and construction of the project. Through the construction and research of the PPP mode financing plan for rail transit Baocheng line, this paper hopes to provide perfect ideas and methods for the application of PPP mode to rail transit project financing, alleviate the financing problems of rail transit projects, change the previous investment and financing model that relied heavily on government funding and bank loans, promote the diversification of rail transit investment entities, and accelerate the market-oriented reform of investment and financing in this field.
