中文摘要:随着以大数据、5G、AI等为核心的新一轮科技革命对全球竞争格局的重塑,加之受新冠疫情全球大流行的持续影响,当今世界正经历着百年未有之大变局;中国的经济与社会发展进程亦进入奔向实现第二个百年奋斗目标的关键时期;国企的重组和混改作为新时期推进国企高质量发展的有力方式亦在持续深化。面对充满不确定性的外部环境,企业竞争优势塑造归根结底要来自企业内部。 G公司是一家具有数十年印制金融票据、重控凭证历史的国有中小型企业,曾是国家小额钞票印制指定生产企业之一。自1989年成功研制出“神州第一卡”,公司多年来致力于数据卡、应用系统及配套机具市场的拓展,曾一度引领国内制卡行业的发展。随着我国市场经济的持续深化,加之受移动支付、电子票据推广应用等市场因素影响,公司庞杂的职能部室设置以及低效运行的业务流程已越来越成为束缚公司快速响应客户需求、捕捉市场机遇的沉重枷锁。近年来,公司的经营状况不佳,数据卡等主营业务持续亏损。2020年春,在市国资委的大力促动下,G公司完成了与国企BH公司的重组,站在历史的转折点上,面对充满不确定性的外部市场环境,G公司要“破局”求生就要“向内挖潜”。 流程优化理论恰是为企业提供了可通过对现有业务流程较温和的持续改进,提高业务流程运行效率,降低企业运营成本,从而增强市场竞争力的实践理论。本文在分析了G公司内、外部环境和现有资源及企业核心能力的基础上,聚焦供销业务流程中的主要问题,采用流程优化之方法,探索通过对公司现行供销业务流程中不合理活动的取舍与整合,对供销流程全链条的梳理与优化设计,以最小的优化成本,谋得供销流程业务整体运行效率的显著提升。本文探索了通过供销业务流程优化挖掘企业内生效益,推动企业高质量发展的有效路径,以期帮助企业实现扭亏为盈的年度目标。同时,希望为处在国企改革浪潮中的竞争性中小型国有企业向高质量发展转变提供一些理论应用参考。 
英文摘要:With the reshaping of the global competition by the new technological revolution and the COVID-19 pandemic continuing impact, the whole world is going through profound hundred-year changes. Besides, together with China's economic and social development has entered a critical period towards the realization of the second Centenary Goal. The reorganization reform of state-owned enterprises is deepening continuously as a powerful way to promote the high-quality development in the new era. Facing the uncertainly external environment, the competitive advantage of the enterprise ultimately comes from its inside. Company G is a state-owned medium-sized enterprise with decades of history of printing financial bills and certificates. It was once one of the designated manufacturers of national small-amount banknote printing. Since 1989 successfully developed the "China first card", company G has been committed to data cards, application systems and supporting equipment market expansion. It once led the development of the domestic business card printing industry. With the continuous deepening of China's market economy and influenced by market factors such as mobile payment and the promotion and application of electronic bills, the company's complex functional departments and inefficient business processes have increasingly become heavy shackles that restrict the company to respond to customer needs and to capture market opportunities. In recent years, the company's business condition is not good, data card and other main business continued to lose money. In the spring of 2020, Company G completed the reorganization with BH Company. Facing the uncertain external market environment, it is the right time to "break the deadlock" by its endogenous power . Process improvement theory is a practical theory that provides enterprises with a moderate continuous improvement on existing business processes to enhance the operational efficiency, to reduce operating costs and thus to enhance the market competitiveness. Based on the analysis of the company G internal and external environment and on the basis of existing resources and core competence, focusing on the major issues of supplying and marketing business process, using the method of process optimization, to improve the whole chain of supplying and marketing process with minimal cost. To achieve a significant improvement in the overall operational efficiency on the supplying and marketing process business. This these is trying to explore the endogenous benefits of company G to promote the high-quality development through the improvement of its supplying and marketing business process. In that case, to help company G to achieve the annual goal of turning losses into profits. At the same time, this these is also hoped to provide some theoretical references for the transformation of the small and medium-sized state-owned enterprises into high-quality development.
