| 中文摘要: | 长期以来,我国商业银行的风险管理重点聚焦于市场风险和信用风险,对于银行风险都已经建立起相对健全的风险管理体系,但在操作风险管理方面的工作稍显欠缺。近年来,大量商业银行操作风险案件一再走进大众视野,给商业银行带来了不小的损失,也造成了不良社会影响,引起了银行业和国家监管机构的重视。同时,商业银行数字化转型给商业银行的操作风险管理带来了机遇和挑战。无论是外部监管形势日益严峻,还是商业银行数字化转型的推进,都让商业银行把加强操作风险管理作为工作重点。如何进一步加强操作风险管理成为商业银行当下亟待解决的问题。本文为A商业银行操作风险管理提供了改进策略,旨在帮助该行提升操作风险管理能力,也对其他商业银行统筹金融安全与发展具有借鉴意义。 本文以全面风险管理理论、内部控制理论为理论基础,选取A商业银行作为研究对象,运用文献研究法和案例分析法。首先,介绍了金融风险和数字化转型的相关概念,并结合我国商业银行现实情况以及笔者自身工作经验,对操作风险的特征进行分析。同时,归纳总结了银行风险管理理论。其次,介绍A商业银行的总体现状,将A商业银行操作风险事件按类细分,并对应列举出近年来A商业银行发生的典型操作风险事件。通过细致的案例剖析,揭示了A商业银行在操作风险管理中存在管理意识差、管理流于形式、业务发展与操作风险管理脱节、内外部信息失衡等问题。分析得出问题根源在于员工管理不当、操作风险管理权责分配不清晰、技术支持力度不足三方面。再次,针对以上问题提出具体改进策略,建议A商业银行应尽快完善操作风险管理体系建设,推进操作风险管理专业部门建设,加快数字化转型步伐。另外,为保障以上改进策略能够落到实处,建议A商业银行注重合规文化氛围营造、人才队伍建设以及操作风险管理的领导体制改革三方面工作。最后,总结本文研究内容并做出展望。本文深入剖析A商业银行操作风险管理工作,揭示其存在的问题及原因,并给出改进策略和实施保障,丰富了这一领域的案例研究。但由于我国没有统一的操作风险损失数据库,相关文献和数据资料的获取存在一定难度,本文研究多停留在理论研究及综合分析上,缺乏对操作风险的量化研究,没有建立对应的量化测算模型,以后需加强这方面的研究。 | |
| 英文摘要: | The risk management of Chinese commercial banks has focused on market risk and credit risk, and a relatively sound risk management system has been established. However, the work on operational risk management is slightly lacking. In recent years, a large number of commercial bank operational risk cases have emerged. This has caused huge losses to commercial banks and negative social impact, which has attracted the attention of the banking industry and state regulatory agencies. At the same time, the digital transformation of commercial banks has brought opportunities and challenges to the operational risk management of commercial banks. Considering the increasingly severe external regulatory situation and the advancement of digital transformation of commercial banks, commercial banks have begun to focus on operational risk management. This thesis provides improvement strategies for the operational risk management of Commercial Bank A, aiming to help this bank improve its operational risk management capabilities. This also has reference significance for other commercial banks to coordinate financial security and development. This thesis is based on ERM theory and Internal Control Theory. This thesis takes Commercial Bank A as the research object, and uses the method of literature analysis and case analysis to research. Firstly, this thesis introduces the concepts of financial risk and digital transformation, and analyzes the characteristics of operational risk based on the reality of commercial banks and the author's own work experience. At the same time, this thesis summarizes the theory of bank risk management. Secondly, it introduces the overall situation of Commercial Bank A, classifies the typical operational risk events of this bank, and cites typical events in recent years. Through case analysis, it reveals the problems existing in Commercial Bank A's operational risk management, including insufficient management awareness, management mere formality, disconnection between business development and operational risk management, and internal and external information imbalance. Thirdly, this thesis proposes specific improvement strategies for the above problems. It is recommended that Commercial Bank A improve the construction of the operational risk management system, strengthen the operational risk management of professional departments, and deepen digital transformation. In addition, in order to ensure that the above recommendations can be implemented. It is suggested that Commercial Bank A should focus on three aspects: creating a culture of compliance, the construction of talent team, and the reform of leadership system for operational risk management. Finally, summarize the research content of this thesis and make an outlook. This thesis deeply analyzes the operational risk management work of Commercial Bank A, reveals its existing problems and reasons, and gives improvement strategies and implementation guarantees, which enriches the case studies in this field. However, it is difficult to obtain relevant literature and data due to the lack of an industry operational risk loss database in China. This thesis mainly focuses on theoretical research and comprehensive analysis, and lacks quantitative research on operational risk. It is necessary to strengthen research in this field in the future. | |
