中文摘要: 财务共享服务的理念出现于20世纪80年代,当时是为了解决跨国公司由于分子公司增加而带来的成本剧增、沟通不畅问题。由于其在节约成本、管控风险中的积极作用,越来越多的大型企业开始进行财务共享改革。国外和国内的众多学者也开始关注这一领域,结合企业中的实践经验,形成了一系列研究成果,内容涉及财务共享定义、财务共享作用以及如何推行财务共享改革等多个方面。 Z银行H分行是我国某国有银行下辖的一级分行。近年来,随着外资银行的涌入和国内股份制商业银行的发展,银行间的竞争逐渐加剧。H分行分支机构众多、管理层级复杂带来的成本高昂、运转效率低下的问题,成为了分行发展的阻碍。同时,在H分行内部,如何进行有效的财务风险管控,也成为了困扰管理者的难题。Z银行的组织架构形式也是多数银行企业的共同选择,作为国内大型商业银行分支机构的缩影,H分行所面临的问题,也是银行业整体的共同困境。 本文阐述了Z银行H分行基本情况、从组织架构、岗位设置、报销流程、人员现状四个方面叙述了H分行财务管理现状,从中总结出该分行财务管理中存在的高成本低效率、财务风险管控不足、数据维度单一、基层人员素质不高等问题。在分析可行性的基础上,提出在H分行推行财务共享服务的建议。通过查阅文献资料,结合金融行业的特殊性,设计出财务共享改革的方案,并从组织流程再造、财务系统升级、财务人员分流、运营风险管理、制定绩效考核指标等多个维度阐述改革的具体措施。希望在解决该分行财务管理问题的同时,对未来想要进行财务共享改革的银行提供借鉴。 
英文摘要:The concept of financial shared service appeared in the 1980s, purposed to solve such problems as rapid cost increases and poor communications caused by more and more subsidiaries of multinational companies. Thus, increasingly more large enterprises have begun to implement financial shared service reforms because of its active roles in cost saving and risk control. Many Chinese and domestic scholars have also begun to pay attention to this field and acquired a series of research results in combination of practical experiences of enterprises. And their research content covers the definition and roles of financial shared service as well as how to implement financial shared reforms, among other fields. Z Bank H Branch is a first-class branch under the jurisdiction of a state-owned bank in China. In recent years, with the influx of foreign banks and the development of domestic joint-stock commercial banks, the competition among banks has gradually intensified. The problems of high cost and low operating efficiency caused by numerous branches and complex management levels of H Branch have become obstacles to the development of the branch. In the meantime, how to carry out effective financial risk control in H Branch has also become a difficult problem for managers.The organizational structure of Z Bank is also the common choice of most banking enterprises. As the epitome of branches of large domestic commercial banks, the problems faced by H Branch are also the common dilemma of the whole banking industry. In this thesis, it expounded the basic situation of Z Bank H Branch, described the current financial management situation of H Branch from four aspects: organizational structure, position setting, reimbursement process and personnel status, and summarized the problems existing in the financial management of the branch, such as high cost and low efficiency, insufficient financial risk management and control, single data dimension, low quality of grass-roots personnel, etc. On the basis of feasibility analysis, it put forward the suggestion of implementing financial sharing service in H Branch. By referring to the literature and combining with the particularity of the financial industry, it designed the scheme of financial sharing reform, and expounded the specific measures of the reform from various dimensions, such as organizational process reengineering, financial system upgrading, financial personnel diversion, operational risk management, formulation of performance assessment indicators and so on, hoping to provide reference for banks that want to carry out financial sharing reform in the future while solving the financial management problems of the branch.
