中文摘要:2021年,中央全面深化改革委员会召开了第十八次会议,会议指出公立医院应抓住发展机遇,扎实开展精细化管理,实现公立医院高质量发展。在我国,公立医院的建设与发展极大程度影响了医疗卫生体系的构建与运行,公立医院固定资产作为公立医院发展的重要保障,应受到足够重视。随着科学的进步,信息化技术为固定资产精细化管理提供了坚实基础。引入精细化管理理念能够给公立医院的运营管理带来变革性的发展,主要体现在医院固定资产管理数字化、智能化等方面。而国内外研究精细化管理的文献大多是关于医疗服务方面,关于固定资产管理的研究较少。本文从公立医院固定资产管理角度入手,研究精细化理念对公立医院固定资产管理的影响。 本文首先分析了DL公立医院固定资产管理现状,通过实地走访调查发现目前DL公立医院固定资产管理方面存在的问题。本文从精细化管理角度出发,综合运用文献研究法、案例分析法和实地调研法等多种方法,探讨基于新兴技术的公立医院固定资产精细化管理方式的变革。全文分为五个部分:一是对本文的研究背景和意义、文献综述、研究思路方法与创新点进行详细介绍。二是对固定资产管理和精细化管理的理念及历史渊源进行研究,详细阐述精细化管理的概念与内涵,为后文相关研究做好理论铺垫。三是对DL公立医院固定资产的构成和固定资产管理现状进行分析。四是指出DL公立医院固定资产管理存在问题,并结合DL公立医院固定资产管理现状进行深入分析。五是有针对性地从管理理念、制度建设、机构建设、预算、会计核算、共享平台建设六个方面提出了相应的解决措施。该措施是一种综合性的精细化管理方法,其内容“细”而“精”,不仅实现了固定资产从预算产生至报废的精细化追踪管理,还加强了固定资产在不同部门之间的共享,对于解决公立医院固定资产管理中普遍存在的问题有着积极的参考作用。 
英文摘要:In 2021,the central comprehensive Deepening Reform Commission held its 18th meeting, which pointed out that governmental hospitals should seize the development opportunity, solidly carry out fine management and realize the high-quality development of governmental hospitals. In China, the construction and development of governmental hospitals have greatly affected the construction and operation of the medical and health system. As an important guarantee for the development of governmental hospitals, the fixed assets of governmental hospitals should be paid enough attention. With the progress of science, information technology provides a solid foundation for the fine management of fixed assets. The introduction of fine management concept can bring revolutionary development to the operation and management of governmental hospitals, which is mainly reflected in the digitization and intellectualization of hospital fixed assets management. The literature on fine management at home and abroad is mostly about medical services, and there is less research on fixed assets management. From the perspective of fixed assets management in governmental hospitals, this paper studies the impact of refinement concept on fixed assets management in governmental hospitals. Firstly, this paper analyzes the current situation of fixed assets management in DL governmental hospitals, and finds out the problems existing in fixed assets management in DL governmental hospitals through field visit and investigation. From the perspective of fine management, this paper comprehensively uses various methods such as literature research, case analysis and field research to explore the reform of fine management of fixed assets in governmental hospitals based on emerging technologies. The full text is divided into five parts: first, it introduces the research background and significance, literature review, research ideas, methods and innovations in detail. The second is to study the concept and historical origin of fixed assets management and refined management, and elaborate the concept and connotation of refined management, so as to pave the way for the relevant research in the following paper. The third is to analyze the composition of fixed assets and the current situation of fixed assets management in DL governmental hospitals. Fourth, it points out the problems existing in the fixed assets management of DL governmental hospitals, and makes an in-depth analysis combined with the current situation of fixed assets management of DL governmental hospitals. Fifth, it puts forward corresponding solutions from six aspects: management concept, system construction, organization construction, budget, accounting and sharing platform construction. This measure is a comprehensive fine management method. Its content is "fine" and "fine". It not only realizes the fine tracking management of fixed assets from budget generation to scrapping, but also strengthens the sharing of fixed assets among different departments, which plays a positive reference role in solving the common problems in the management of fixed assets in governmental hospitals.
