中文摘要：	政府投资项目作为政府履行职能的重要手段，长期以来与经济发展和公众利益密切相关，而政府投资的高投入低效率，一直是我国乃至世界范围内有待解决的重大难题。由于传统的政府投资项目管理模式存在“建、管、用”三位一体的特点，导致“三超”现象层出不穷，甚至工程质量受到影响。为提高政府投资项目管理水平，改善财政资金支出绩效，产生了政府投资项目代建制，即政府委托专业化的代建单位进行政府投资项目管理。 尽管代建制下政府投资项目“建设、管理、使用”一体的弊病得以解决，但目前代建制在国内缺乏配套制度支撑，不利于其广泛推行和长远发展。在此基础上，本文尝试构建政府投资项目代建单位绩效评价模型，从政府委托人视角出发对代建单位提供的项目管理服务进行检验和评价，作为判断代建单位尽责程度和支付代建费用的依据，从而实现对代建单位行为的激励和约束。 本文在深入研究代建制和绩效评价相关文献的基础上，总结了政府投资项目代建制的发展现状和实施政府投资项目代建的风险，分析了开展政府投资项目代建单位绩效评价的必要性。通过识别代建单位在政府投资项目生命周期各阶段的活动，结合平衡计分卡理论与5e理论，从项目目标实现、项目利益相关者、内部流程和代建团队四个层面，建立了以“活动+成果”为核心的政府投资项目代建单位绩效评价指标体系。在对比了几种常用的绩效评价方法后，引入层次分析法和模糊物元评价法构建政府投资项目代建单位绩效评价模型，实现对所有指标的综合评价。最后选取T中学项目作为案例，运用本文构建的绩效评价模型对该项目实施代建单位绩效评价，验证了模型有效性，并从政府委托人视角和代建单位视角分析了对绩效评价结果的应用。本文的研究对健全政府投资项目代建制配套制度和改善政府投资项目管理绩效有一定意义，也为政府投资项目评价机制的改进提供了一定参考。图15幅，表12个，参考文献53篇。
英文摘要：	As an important means for the government to perform its functions, government investment projects have been closely related to economic development and public interests for a long time, while the high investment and low efficiency of government investment has been a major problem to be solved in China and even in the world. As the traditional government investment project management mode has the characteristics of "construction, management and application", the phenomenon of "three over" emerges in an endless stream, and even the project quality is affected. In order to improve the management level of government-invested projects and improve the performance of financial fund expenditure, the agent construction system of government-invested projects comes into being, that is, the government entrusts specialized agent construction units to manage government-invested projects. Although the shortcomings of "construction, management and use" of government investment projects under the agency system have been resolved, the current agency system lacks supporting institutional support in China, which is not conducive to its widespread implementation and long-term development.
