中文摘要:随着智能化技术的不断发展,其工业应用已经从高新技术类企业逐渐渗透到各个传统领域,近年来以专业化煤炭、矿石港口为代表的大宗散货港也顺势进入智能化时代。智能化技术在煤炭港口应用后,人工操作被智能控制系统替代,生产组织工艺面临颠覆性改革;此外,由于智能化的介入使得各煤炭港口间的生产作业趋于标准化,相互间的生产效率、质量控制等方面的比较优势日益缩小,从而使得市场营销在港口间的竞争中发挥着日益凸显的作用。然而,传统煤炭港口的部门划分多以区域为主要依据,与智能化的工艺要求存在较大差异。煤炭港口企业必须通过重新整合组织结构来应对这些变化。 G公司自成立起就采用现有的组织结构,随着经营环境的不断变化,组织结构本身存在的固有弊端逐渐显现出来。因为管理的惯性以及变革的阻力,组织结构的优化工作一直未能迈出实质性的步伐,直到港口智能化趋势席卷整个行业,G公司的组织结构无法适应智能化发展的需要,组织结构优化问题才得以正式提上日程。本文通过专题访谈和问卷调查等形式系统梳理了G公司组织结构存在的内部协调不畅、部门利益冲突、部门职责过于集中等问题,并对以上问题进行了深度调研和成因分析。通过问题梳理及成因分析,结合智能化对煤炭港口产生影响以及环渤海煤炭港口几种不同的组织结构的优势和劣势,研究煤炭港口在推进智能化建设过程中组织结构整合优化的方向和需要重点关注的因素,从优化部门设置、调整管理幅度、平衡部门职责等方面切入,为G公司的组织结构优化设计了优化方案,并为优化方案的实施制定了相应的原则、实施计划,制定了试运行期间公司重点模块的工作原则以及实施的保障措施。本文设计的优化方案能够有效消除或者缓解G公司当前组织结构方面存在的问题,有利于G公司更好地推进港口智能化建设,应对日益激烈的市场竞争环境。通过有效的组织结构优化调整,不仅能化解智能化建设的障碍,还能够对煤炭港口企业的管理优化提供良好的契机,给类似企业的组织结构优化设计提供经验,也希望能够为我国企业的组织结构优化设计实践做一些有益的探索和指导。 
英文摘要:With the continuous development of intelligent technology, its industrial application has gradually penetrated from high-tech enterprises to various traditional fields. In recent years, bulk cargo ports represented by specialized coal and ore ports have also entered the era of intelligent. After the application of intelligent technology in coal port, manual operation is replaced by intelligent control system, and the production organization technology is facing subversive reform. In addition, due to the intervention of intelligence, the production operations among coal ports tend to be standardized, and the comparative advantages of production efficiency and quality control between each other are increasingly reduced, so that marketing plays an increasingly prominent role in the competition between ports. However, the division of traditional coal ports is mainly based on regions, which is quite different from the requirements of intelligent technology. Coal port companies must respond to these changes by reintegrating their organizational structures. G company has adopted the existing organizational structure since its establishment. With the constant change of the business environment, the inherent disadvantages of the organizational structure have gradually emerged. Due to inertia of management and resistance of reform, the optimization of organizational structure has not made substantial progress. It was not until the trend of port intellectualization swept the whole industry that the organizational structure of G Company could not adapt to the needs of intelligent development that the optimization of organizational structure was officially put on the agenda. Through special interviews and questionnaires, this paper systematically combs the problems existing in the organizational structure of G Company, such as poor internal coordination, conflicts of interest between departments and excessive concentration of department responsibilities, and conducts in-depth research and causes analysis on the above problems. By combing and cause analysis, combined with intelligent affect coal ports and bohai sea coal port the advantages and disadvantages of several different organizational structures, the coal port of the organizational structure in the process of promoting the construction of intelligent integrated optimization direction and the factors that need to focus on the optimization department set up, adjust management range, balance the responsibilities and so on, The optimization scheme is designed for the optimization of G company's organizational structure, and the corresponding principles and implementation plans are formulated for the implementation of the optimization scheme, as well as the working principles and implementation guarantee measures for the company's key modules during the trial run. The optimization scheme designed in this paper can effectively eliminate or alleviate the problems existing in the current organizational structure of G Company, which is conducive to G Company to better promote the port intelligent construction and cope with the increasingly fierce market competition environment. Through the effective organization structure optimization adjustment, not only can eliminate the obstacles of intelligent building, also can provide good management of the coal port enterprises to optimize the opportunity, to provide experience for similar enterprise organizational structure optimization design, also hope to be able to do for our country enterprise organizational structure optimization design practice some beneficial exploration and guidance.
