中文摘要：	随着我国社会经济的不断发展，全球化进程的不断推进，我国的公共卫生管理也面临着前所未有的变化。新发传染病的不断出现、群体性不明原因疾病的聚集性暴发、因疾病引起的群体性事件的不断发生，都不断地对突发公共卫生事件管理能力提出了更高的要求，也成为政府重点关注内容之一。在经济全球化的背景之下，面对越来越多的重大突发公共卫生事件，我国现行的应急反应系统能否适应突如其来的危机？如何才能在现有条件下完善和提高公共卫生应急反应系统？如何才能在现有条件下完善公共卫生危机应急反应系统？如何构建和完善我国政府应对公共卫生危机的应急反应系统？诸如此类的问题变成为我国突发公共卫生事件应对研究的当务之急。对于未来的公共卫生管理领域，构建科学合理的突发公共卫生管理体系、提高管理能力，特别是建设完善信息化的突发公共卫生事件管理系统，对应对未来挑战具有重要意义。同时，也将对天津市进一步完善公共卫生体系有所启示。 本文针对天津市突发公共卫生事件管理现状，分析其中存在的问题和原因，从信息技术及突发公共卫生事件管理、危机处理等角度探讨信息技术突发公共卫生事件危机管理中的应用与实践，找到信息化条件下，突发公共卫生时间处理的新模式和未来发展方向，提出信息技术在天津市突发公共事件危机组织管理体系中的切入点和构架，并阐述其意义和作用，通过对本研究的逐步深入和成果推广，通过对突发公共卫生事件进行总体态势识别、综合评估、定量诊断和预测预警，为科学决策提供依据，达到防范于未然，以保障全社会的健康、有序、快速的发展。 本文首先分析了突发公共卫生事件管理的现状，并指出了目前我国及本市在突发公共卫生事件管理中所存在的主要问题：包括突发公共卫生事件管理体系不健全、信息监测系统功能尚不能满足需求、信息报告与披露机制不完善、缺少预测预警与监控机制，快速反应机制不全等主要问题。针对天津市未来发展突发公共卫生事件所面临的主要问题，本文提出了构建完善的突发公共卫生事件管理信息化体系，摸索信息技术在天津市突发公共卫生事件管理中的应用与实践，阐述了在信息化条件下的突发事件处理新模式和未来发展方向。 本文不仅提出了天津市发展信息化突发公共卫生管理体系的整体构架和主要模块，并以疫情与突发公共卫生事件GIS系统、传染病预测预警系统在天津市突发公共卫生事件危机管理的应用、决策支持系统在天津市突发公共卫生事件危机管理的应用这三个信息化解决方案为例，进一步阐述信息技术在提高天津市突发公共卫生事件管理能力，完善体系建设中的重要作用。 本课题的研究成果对有效预防、及时控制和消除突发公共卫生事件，保障人民健康与生命安全，促进社会经济的可持续发展，维护社会稳定等方面有一定的指导意义，并可为政府在突发公共卫生事件管理、现场处置、医疗救治等方面提供决策依据。 关键词：突发公共卫生事件 信息技术 决策支持 危机管理
英文摘要：	With the economic and social development of China, and the progress of globalization, the public health management faces unprecedented challenges, such as the constant emergence of new infectious diseases, the mass gathering outbreak of unknown diseases and the group incidents of diseases, which produce higher requirements on public health emergencies management capacity, attracting the attention of the government. Will the existing emergencies response system in China be able to adapt the sudden crisis under the circumstances of economic globalization, and facing with an increasing number of major public health emergencies? How to improve and enhance the public health emergency response system and the public health emergency crisis response system under the present conditions? How to build and improve the government response system on public health emergencies? These questions have become the most pressing matters in the study of China’s public health emergencies response. It is significant to establish a scientific and reasonable public health management system and to improve management capacity, especially to establish and meliorate informationalized public health emergencies management system to meet the future challenges and for the further amelioration of Tianjin public health system. Considering with the status of public health emergency management in Tianjin, this paper makes analysis on the existing problems and their causes, and then discusses the application and implementation of the information technology in public health emergencies management from the aspect of information technology and public health emergencies management and crisis response so as to find out the new pattern and developing orientation of public health emergencies response with the infomationization, to propose the starting point and framework and to demonstrate the significance of the information technology in the public emergencies crisis management system in Tianjin. Through the advancement of the study and the popularization of the accomplishments, the overall trend identification, comprehensive evaluation, quantitative diagnosis, prediction and early-warning of public health emergencies can be made to provide the basis for decision-making, and to protect the healthy, orderly and rapid development of the society. The paper firstly makes analysis on present condition of public health emergencies management and points out the main problems of public health emergencies management in China and in Tianjin, including the incompleteness of public health emergencies management system, the need for the information surveillance system, the imperfect of informing and reporting system, lacking of the alarming and inspecting system and the deficiency of Rapid Response System. And then in view of the problems in developing Tianjin public health, it discusses on the establishment of informationalized public health emergencies management system, the application and implementation of information technology in Tianjin public health emergencies management, and demonstrates the orientation and new pattern of responding public health emergencies with the informatization. The paper is not only proposes the general framework and main model in developing informationalized public health emergencies management system in Tianjin, but also displays the importance of information technology in enhancing the capacity of public health emergencies management and in improving the system establishment by taking the examples of three solution as the application of Geographic Information System (GIS), the Infectious Diseases Outbreak Early - Alarming and Prediction System, and the Decision Support System in the crisis management of public health emergencies. The study is of certain directive significance on efficiently preventing, controlling and eradicating public health emergencies, on protecting people's health and life security, on promoting sustainable socio-economic development, and on safeguarding social stability, and it will provide basis for government decision on public health emergencies management, field disposal and medical care.
