中文摘要:十八届三中全会的召开,为深化国有企业全面改革吹响了号角,全会提出以管资本为主深化国有企业改革,一时间,从中央到各级地方纷纷着手发展国有资本投资运营公司。国有资本投资运营公司的改建,一方面能够明确国有资本出资人的职责,厘清了管理者之间的权责利关系,另一方面,实现政府与实体出资企业的分离,有效的增进了国有资本合理流动,进一步优化国有资本合理配置的作用。 2014年7月,国家开发投资集团公司被列入了首批改组投资公司的试点企业。如何抓住机遇,建立科学、合理、高效的投资管理,发挥国投集团为国而投,确保国有资产保值增值的作用,备受瞩目。国投集团在国有资本投资公司投资方面进行了探索,取得了明显的成效。 本文以国投集团为案例,主要采用文献分析法和案例分析法,借助所学知识从投资方向确定、投资决策管理、投资项目评价、投资项目退出等四方面对国投集团的投资管理进行深入研究、分析。梳理出业务重叠现象依旧存在、开展项目投资存在盲目性、管理层级混乱投资决策推进缓慢、分类授权不彻底投资决策依旧集中、投资决策评价指标运用不够全面有效、风险评估和管控措施不健全、缺乏专业的投资研究团队等9条问题,有针对性的从改进集团管理、优化评价指标、注重投后管理等3个方面提出加强战略管理清晰发展规划、压缩管理层级、进行分级分类授权、多财务角度进行项目评价、健全风险管理系统等9条改进措施及3条保障措施,得出了具有一般意义的启示,为我国国有资本投资公司投资管理的构建、优化提供一个良好的参考。 
英文摘要:Since the Third Plenary Session of the 18th Central Committee of the Communist Party of China proposed to deepen the reform of state-owned assets supervision and management, the central government and all levels of local governments have begun to develop state-owned capital investment and operation companies. As the middle layer of the three-tier management system of state-owned assets supervision, the establishment of state-owned capital investment operation company can clarify the rights, responsibilities and interests relationship between the investors and managers of state-owned capital, realize the "separation of government and capital" between government and entity funded enterprises, and promote the rational flow of state-owned capital and optimize the allocation of state-owned capital. In July 2014, SDIC was listed in the first batch of pilot enterprises to restructure state-owned capital investment companies. How to seize the opportunity, establish a scientific, reasonable and efficient investment model, give full play to the State Investment Group's role in maintaining and increasing the value of state-owned assets has attracted much attention. After the state investment group was determined as a pilot enterprise, it explored the investment of state-owned capital investment companies and achieved obvious results. This article takes the SDIC as a case, mainly adopts literature analysis and case analysis, conduct the thorough research to the investment group investment management, analysis from the following 4 aspects: confirmation of investment orientation, investment decision-making management, evaluation of investment projects. Tease out overlap phenomenon still exist, the development project investment exists blindness and confusion of the management level the authorization of different categories of slow, not completely investment decisions are still concentrated, use enough overall effective investment decision-making evaluation, and risk assessment and control measures is not sound, lack of professional investment research team nine problems such as, Targeted from improving group management, optimizing the evaluation index, paying attention to pitch after management three aspects, such as strengthening strategic management clear development plan and compressed layers of management, carries on the classified licensing project evaluation, financial Angle and improve the risk management system and so on nine improvement measures and three guarantee measures, obtained the general significance of enlightenment, It provides a good reference for the construction and optimization of investment management of state-owned capital investment companies in China.
