中文摘要：	科技是强国之基，创新是民族进步之魂。我国一直对科技创新予以高度重视，制定和出台相关政策，从顶层设计的角度加以引导，而政策文件也反映出政策制定主体对新技术的认知。同时，公众是技术创新的重要驱动力量，其对于新技术的正确认知是技术服务社会的重要基础。在移动终端大规模普及的背景下，社交媒体（如新浪微博）汇聚了大量公众的言论，反映了公众对事物、事件的认知。由于职业、受教育水平、信息获取渠道等因素，公众对新技术的认知往往与新技术政策内容存在差异。了解这种差异，一方面有利于采取相应措施对公众认知进行引导，提升政策影响力，以达到预期的政策效果，并为技术政策的完善提供参考借鉴；另一方面，可以培育创新文化环境，为新技术的公众认知打下良好的社会基础。 为了了解我国政策文本对于区块链的论述和政策重点，本文对我国中央政府区块链政策文本进行了主题内容挖掘；同时为了了解公众对区块链技术的理解和认知，我们对2017年1月1日-2022年1月31日间“区块链”相关原创微博进行主题分析。接着，本文对主题分析结果进行可视化展示，探究主题的演化趋势，并将区块链政策主题与微博文本主题进行比较分析。 研究发现，区块链政策包含区块链技术应用研究、行业标准建设、企业服务融合、物流信息监测、信息化与监管、质量监管与应急管理、数字农村以及领域融合应用创新8个主题。对以上主题进一步归类，可以分为技术类、应用类和标准类；而公众主要关注区块链的技术属性与金融属性，其中对金融相关内容予以较多关注，如股票、代币等，呈现出明显的个人经济利益导向。公众对区块链的认知与政策内容主题呈现明显差异，区块链政策鼓励发展提升区块链技术水平，加强行业应用融合和标准制定，对区块链技术的认知相对全面、准确；而公众对区块链的认知则相对局限。据此，本文提出增强新技术科学普及力量、加大区块链技术相关应用产品推广过程中宣传力度、加强人才培养与学科建设的对策建议，以提升公众对区块链技术的认知水平。
英文摘要：	Science and technology are fundamental a nation, while innovation can be the soul of the national progress. China has attached great importance to the technological innovation of new technologies, and has issued various policies to guide it from the top. At the same time, the public plays an important part of the society, which is an important driving force for technological innovation. Their correct understanding of new technologies can be quite important for technology to serve the society. With the popularization of mobile terminals, there is growing amounts of data on social media (such as Sina Weibo) , reflecting the public's understanding of various things and events. Due to factors such as occupation, education level, and information access channels, the public's understanding of new technologies is often different from new technology policies. Understanding this difference, on the one hand, can help us take corresponding measures to guide public understanding of new technology, enhance policy influence, and to achieve expected policy effects, and to provide reference for further improvement of technology policies; on the other hand, it is good for build a cultural environment of innovation and lay a good social foundation for the public awareness of new technologies. In order to understand the discussion and policy focus of China's policy texts on the blockchain, this research get the subjects of my China's central government's blockchain policy texts by data mining. At the same time, original Weibo (From January 1st to January 31st, 2022) related to "blockchain" will be analyzed in order to find out the public's understanding and cognition of blockchain technology. Then, we visualizes the results of the theme analysis, explores the evolution trend and compares the themes of the blockchain policy and Weibo texts. The result shows that the blockchain policy has 8 themes, including blockchain technology application research, industry standard construction, enterprise service integration, logistics information monitoring, informatization and supervision, quality supervision and emergency management, digital countryside, and field integration and application innovation. The 8 topics above can be further classified into 3 groups, which are the technical, application and standard categories. From the results can we find the public mainly pays attention to the technical and financial attributes of blockchain, and pays more attention to financial-related content, such as investment in stocks and virtual tokens etc., showing a clear orientation of personal economic interests. The public's understanding of blockchain and the theme of the policy are obviously different. The blockchain policy encourages the development and improvement of blockchain technology, the integration of industry applications and standard formulation, which reflecting relatively comprehensive and accurate cognition. In this paper, we puts forward countermeasures and suggestions including enhancing the scientific popularization of new technologies, increasing the propaganda in the promotion of blockchain technology-related application products and strengthening personnel training and discipline construction, so as to improve the public's awareness of blockchain technology.
