中文摘要：	近些年来，中国的通信建设进入高速增长期，通信网络项目建设成为电信企业发展的重心之一。而随着电信市场竞争的加剧，运营项目建设的风险在不断增加，对项目建设的质量控制提出了更高的需求。如何提高工程项目质量管理水平，为项目成功提供可靠的保证，已经成为所有运营商所关注的焦点。能够提供优质的网络和一流的服务，就是电信企业生存和发展之本。数据新业务系统工程复杂，更需要全面而综合的质量管理。因此在市场竞争环境发生转变、新的业务挑战来临时，如何通过科学有效的质量规划、保证和控制手段使中国移动的数据业务项目的质量提升到一个更高的水平，就显得更加必要和迫切。 本文的研究内容从实际出发，首先阐述项目管理知识体系中有关质量管理的理论和知识，介绍项目质量管理领域的研究现状； 其次通过对中国移动数据业务项目质量规划的分析，得出类似项目在规划过程中的主要策略； 再次介绍了中国移动数据业务质量保证的重要手段——软件入网测试制度和软件版本管理制度，探讨和研究了可行的优化方案； 最后介绍了中国移动数据业务在质量控制方面的主要手段，并着重讨论了不同生命周期、重大变更阶段的应对办法。
英文摘要：	In the recent years，the construction of telecommunication in China has entered a period of rapid growth，and the development of telecom corporations have focused on the telecommunication network construction. However，alone with the aggravating competition in telecom markets，the risk of project operation raised continuously，project quality control becomes more and more important. How to improve project quality control，which provide assurance to success，has been mostly concerned by network operators. And it’s the basis of survival and development to telecom cooperation that providing high quality network and top class services. The data-service project is so complicated that it requires comprehensive quality management more than others. Therefore，when the market competition environment has been changed，and the challenges of new service approached，it’s urgent more than ever that，by the effective methods of quality planning，guarantee and control to upgrade the quality of China Mobile data-service projects. The methods of this article come from practical affairs，at the beginning，it explains the basic theories of quality management in the system of project management，also introduces current investigations of project quality management. Next，by analyzing the quality planning in China Mobile data-service project，concludes the planning methods in similar projects. Then，introduces the institution of software testing and software version management，which are the main means of China Mobile data-service quality guarantee，discusses the possible optimize plans. Finally，introduces the methods quality control in China Mobile data-service management，also discusses the response approaches in different stages of lifecycle and in the stages of significant changes.
