中文摘要:互联网和移动通信的迅猛发展催生了互联网新媒体,带来了政务信息传播的新机遇和新挑战。政务新媒体打破了传统政务信息传播的地域、媒介等限制,能够使公民更加及时、全面地获取政务信息,加快了政府信息公开的步伐,推动了政务信息共享。与此同时,政府的信息公开也迎来了巨大压力。在互联网新媒体的刺激下,公民的信息获取需求高涨,特别是面临舆情事件时,公民更希望能够及时得到准确信息。因此政府及时发布政务信息、回应社会关切,引导社会舆论显得尤为重要。在自然灾害情境下,政务信息的发布更具及时性,且传播范围广泛,不仅要依靠互联网新媒体实现更有效率的灾害管理,更要依靠手机短信及时发布预警信息,做好更有效果的灾前准备。如果政务信息的表达不能够让公众理解或感知灾害信息中的问题显著性,不仅会影响公众面对自然灾害时的反应力,造成生命和财产损失,还可能引发舆情危机,影响形象和政府公信力。 本研究将行为经济学领域的参考点理论、框架效应理论和社会心理学的具体性效应理论、社会比较理论引入政府信息公开领域,探讨自然灾害情境下政务信息表达对传播效果的影响。基于文献梳理和相关理论,提出三个假设:在自然灾害情境下,增加具体性参考点的政务信息能够提升传播效果;增加社会参考点的政务信息能够提升传播效果;增加消极框架参考点的政务信息能够提升传播效果。通过实验法对假设进行实证检验。结果发现:一是在自然灾害情境下,增加具体性参考点的政务信息能够提升传播效果,其中数据具体性参考点能够显著提升感知问题严重性、感知问题风险性和感知问题行动力,措施类具体性参考点对传播效果的影响不明显;二是在自然灾害情境下,增加社会参考点的政务信息能够提升信息传播效果,主要体现在提升感知问题风险性方面,并且比数据具体性参考点更能提高公众对自然灾害风险性的认知;三是在自然灾害情境下,增加消极框架参考点的政务信息不能够显著提升政务信息的传播效果;四是增加综合性参考点的政务信息能够提升信息传播效果,主要体现在感知问题风险性方面。最后,本研究从研究结论出发,提出了改进自然灾害情境下的政务信息表达,提升传播效果;加强自然灾害事前信息传播,充分发挥政务新媒体优势;建立长效信息发布与传播机制,及时响应自然灾害应急管理等对策建议,并对本研究存在的不足之处提出了未来展望。  
英文摘要:The rapid development of Internet and mobile communication has given birth to new Internet media and brought new opportunities and challenges to the dissemination of government information. Government affairs new media has broken the limitations of traditional government affairs information dissemination, such as region and media, enabling citizens to obtain government affairs information more timely and comprehensively, accelerating the pace of government information disclosure, and promoting the sharing of government affairs information. But at the same time, government information disclosure has also come under great pressure. Stimulated by the new Internet media, citizens' demand for information is rising, especially in the face of public opinion events, citizens hope to get timely and accurate information. Therefore, it is particularly important for the government to timely release government information, respond to social concerns and guide public opinion. In the natural disasters situation, the release of government information is more timely, and the spread of a wide range, not only rely on the Internet new media to achieve more efficient disaster management, but also rely on mobile phone text messages to timely release early warning information, to make more effective pre-disaster preparations. If the expression of government information fails to make the public understand or perceive the significance of problems in disaster information, it will not only affect the public's response to natural disasters, resulting in loss of life and property, but also may lead to public opinion crisis, affecting the image and credibility of the government. In this study, Reference point theory, Frame effect theory, Concreteness effect theory and Social comparison theory of behavioral economics are introduced into the field of government information disclosure to explore the influence of government information expression on communication effect under the natural disasters situation. Based on literature review and relevant theories, three hypotheses are proposed: under the natural disasters situation, adding specific reference points of government information can improve the communication effect; Increasing government information of social reference points can improve the effect of communication; Adding government information of negative frame reference points can improve the communication effect. The hypothesis is empirically tested by experimental methods. The results show that: first, under the natural disasters situation, the government information with concrete reference points can improve the communication effect. The concrete reference points of data can significantly improve the perceived problem severity, perceived problem risk and perceived problem action, while the concrete reference points of measures have no obvious influence on the communication effect. Second, under the natural disasters situation, government information with social reference points can improve the effect of information transmission, mainly in terms of improving the perceived risk of problems, and can improve the public's awareness of the risk of natural disasters more than specific reference points of data. Third, under the natural disasters situation, the government information with negative frame reference points cannot significantly improve the dissemination effect of government information; Fourth, government information with comprehensive reference points can improve the effect of information transmission, mainly reflected in the perception of risk. Finally, based on the research conclusions, this study proposes to improve the expression of government information under the natural disasters situation and improve the communication effect. Strengthen the dissemination of information in advance of natural disasters and give full play to the advantages of new government media; To establish a long-term information release and dissemination mechanism, timely response to natural disaster emergency management and other countermeasures and suggestions, and the shortcomings of this research are put forward in the future.
