| 中文摘要: | 数据是国家基础战略性资源和重要的生产要素,科学数据是目前传播速度最广、影响面积最大的基础性战略资源,是驱动科学发现的新型力量和科技创新、国家发展的重要资源,随着科学数据受到越来越多的关注以及数据开放共享的不断发展,科学数据安全问题随之而来。为更好保障数据安全,管理科学数据,我国从法律层面对数据安全和科学数据进行保障和管理。已有研究显示,科学数据安全不仅需要完善的法律体系和科学的管理手段,还需要关注数据安全问题的人为因素和技术因素。同时,科学数据存在生命周期长、时间跨度大和阶段间联系紧密的特点,导致科学数据在生命周期各阶段都可能出现安全问题。鉴于此,本研究从科学数据管理的现实需求出发,梳理已存在的科学数据安全问题,构建科学数据安全问题成因模型并提出保障机制。 本文以数据生命周期理论、保护动机理论和事故因果连锁理论为理论基础,运用深度访谈法和文本分析法开展研究,以目前数据安全研究和科学数据管理现状与实践入手,通过对18位来自不同科学体系和学科领域的科研人员进行深度访谈,使用三级编码方法整理访谈资料,分析科学数据安全现状,构建了科学数据安全问题的成因模型。模型分为安全隐患维度、意识维度、需求维度、管理维度、制度维度、社会环境维度以及设施环境维度7个模型维度,阐释各维度在科学数据安全问题成因中的作用,并从维度角度出发构建保障机制。研究以生命周期理论为基础,探讨各阶段安全问题的成因;保障机制的构建分为宏观、中观和微观三个层次,宏观层次主要包括了国家战略、法律条例和社会环境;中观层次包括管理、经费和奖惩政策;微观层面包括个人意识和基础设施保障。图4幅,表7个,参考文献134篇。 | |
| 英文摘要: | Data is basic strategic resource and important factors of production, scientific data is currently the largest velocity and the influence of basic strategic resource, is a new kind of power to drive the scientific discovery and technological innovation, the development of the national important resources, with scientific data are more and more attention and expanding and development of open data sharing, The issue of scientific data security follows. In order to better protect data security and manage scientific data, China guarantees and manages data security and scientific data from the legal level. Studies have shown that scientific data security not only needs a sound legal system and scientific management means, but also needs to pay attention to the human and technical factors of data security issues. At the same time, scientific data has the characteristics of long life cycle, long time span and close connection between stages, leading to security problems in all stages of scientific data life cycle. In view of this, starting from the realistic needs of scientific data management, this study sorts out the existing scientific data security problems, constructs the cause model of scientific data security problems and proposes the guarantee mechanism. Based on the data life cycle theory, the protection motivation theory and accident causal chain theory as the theoretical basis, using the method of depth interview and text analysis research, at the current data security research and science data management present situation and the practice, this disseration based on 18 from different researchers in the field of science system and subject in-depth interviews, The three-level coding method is used to sort out the interview data, analyze the status quo of scientific data security, and construct the cause model of scientific data security problems. The model is divided into seven model dimensions, including security risks, consciousness, demand, management, institution, social environment and facility environment. The role of each dimension in the cause of scientific data security problems is explained, and the guarantee mechanism is constructed from the perspective of dimensions. Based on the life cycle theory, the disseration discusses the causes of safety problems at each stage. The construction of security mechanism can be divided into macro, medium and micro levels. The macro level mainly includes national strategy, laws and regulations and social environment. The middle level includes management, funds and reward and punishment policies. The micro level includes personal awareness and infrastructure security. | |
