Since the outbreak of COVID-19 pandemic in early 2020, it has been going on for nearly two years. During this period, many enterprises were in a difficult position due to the problems of capital chain breaking, labor stoppage and supply chain disruption. As a major public event, the COVID-19 pandemic has caused tremendous changes in the internal and external environment of enterprises. Some enterprises with poor risk resistance still closed down after struggling. However, under the huge and continuous environmental fluctuations, some enterprises still survive, and even their business performance is less affected. This ability to buffer the negative impact of external environmental changes may be related to the internal resource structure of the enterprise. Organizational theory and resource-based view hold that organizational slack can help to improve enterprise performance and buffer the crisis brought by environmental changes. Under the background of COVID-19 pandemic, will organizational slack play a role of crisis buffering to help companies tide over difficulties? Do different types of organizational slack play the same buffering role? In this dissertation,we establish a DID modle to regress the financial data of domestic A-share listed companies over the past 2017-2020 years, and explore whether high discretion slack and low discretion slack can buffer the negative impact of environmental changes on the performance of enterprises in the context of COVID-19 pandemic, and further discuss the impact of property rights on the buffer function of high discretion slack. By analyzing the regression results, we can find that high discretion slack can buffer the negative impact of COVID-19 pandemic due to its strong mobility and high flexibility, and this buffer function will be affected by the property rights of enterprises. The high discretion slack of private enterprises will be more buffering for environmental changes. However, the hypothesis that low discretion slack will exacerbate the negative impact of the COVID-19 pandemic does not get a robust regression result. This study helps to enrich the research on the "buffer" ability of organizational slack in different situations, and has a certain reference significance for enterprises to take countermeasures in the face of external shocks.
