中文摘要:随着我国科研实力的发展进步,各类科研机构应运而生,如何科学管理科研机构、引导科研机构发展、构建科学合理的评价机制、实现“以评促建”的目标至关重要。21世纪以来,人文社会科学事业受到国家高度重视,相关评价工作陆续开展,为推动人文社科发展体制改革,教育部组织建立人文社科重点研究基地,并对基地定期评估。由于人文社会学科的内在多元性、成果多样性与方法差异性,相关评价考核工作纷繁复杂,科学技术的迅速发展与社会环境的变化也对基地评价工作不断提出新的要求。 本文在分析重点研究基地现行评价方案的基础上,针对现行评价方案中指标体系规模效应明显、权重与评价模型解释性弱、底线评价与顶线评价混淆、评价工作投资回报率低等问题,提出基于评价目标的合格性-竞优性分段评价方案,进一步建立分段评价体系框架,细化合格性与竞优性评价的含义与本质,对分段评价流程及适用性进行详细阐述,在此基础上研究分段评价的具体方法与模型。这里的“分段”即为“分阶段”,将一次评价工作划分为有前后关系的两个阶段——合格性评价阶段、竞优性评价阶段。 合格性评价对应于建设管理水平评价目标,是底线评价,对所有基地展开,以定量分析为主,判断其日常工作及科研水平是否满足基地管理办法,是否具备一定的科研条件和科研能力,从而为基地遴选提供数据支持。本文基于政策文件、文献分析、专家访谈及定量分析法,建立合格性评价指标体系,并使用熵值法计算各指标权重,最终用加权和法测度合格性评价结果。 竞优性评价对应于学术研究水平评价目标,是顶线评价,在通过合格性评价的基地中进一步选拔优秀基地,以定性分析为主,借助专家评价打分,实现成果质量和水平、特色贡献、规划设计与目标完成情况等方面的学术能力评价。本文基于文献分析及专家访谈确定该阶段评价指标,并引入竞优评析方法,在对距离计算公式改进的基础上,应用理想点法计算评价指标权重,进而构建改进的个体代理评价模型与民主代理评价模型。 在上述合格性-竞优性分段评价模型方法的基础上,本文使用人文社科重点研究基地的数据进行实证分析,证实分段评价方案的有效性与可行性,与现行评价方案相比该方案优势明显,并根据分析结果给出基地发展与管理建议。 本文创新性地提出分段评价法,该评价方案可以有效解决现行评价方案中的问题,并可以从基地自身优势出发进行评价,评价结果更容易被接受且有助于各基地发现自身优势与短板,为后续科研任务分配与基地规划提供方向。 
英文摘要:With the development and progress of my country's scientific research strength, various scientific research institutions have emerged as the times require. How to scientifically manage scientific research institutions, guide the development of scientific research institutions, build a scientific and reasonable evaluation mechanism, and achieve the goal of "promoting construction through evaluation" is very important. Since the 21st century, the humanities and social sciences have been highly valued by the state, and relevant evaluation work has been carried out one after another. In order to promote the reform of the humanities and social sciences development system, the Ministry of Education organized the establishment of key research bases in the humanities and social sciences, and conducted regular evaluations on the bases. Due to the inherent diversity of humanities and social sciences, the diversity of results and the differences in methods, the relevant evaluation and assessment work is complicated. Based on the analysis of the current evaluation plan of key research bases, this thesis proposes a solution to the problems of obvious scale effect of the index system, weak interpret-ability of weights and evaluation models, confusion between bottom-line evaluation and top-line evaluation, and low return on investment in evaluation work in the current evaluation plan. Based on the qualification-competitiveness segmented evaluation scheme based on the evaluation target, further establish a segmented evaluation system framework, refine the meaning and essence of the evaluation of qualification and competitiveness, and elaborate on the segmented evaluation process and practicability. On this basis, the specific methods and models of segmentation evaluation are studied. The "segmentation" here is "step-by-step", which divides an evaluation work into two related stages - qualification and competitiveness. Qualification evaluation corresponds to the evaluation goal of construction management level. It is a bottom-line evaluation. It is carried out for all bases, mainly based on quantitative analysis, to determine whether their daily work and scientific research level meet the base management methods, and whether they have certain scientific research conditions and scientific research capabilities. Provide data support for base selection. Based on policy documents, literature analysis, expert interviews and quantitative analysis methods, this thesis establishes a qualification evaluation index system, and uses the entropy method to calculate the weight of each index, and finally uses the weighted sum method to measure the qualification evaluation results. Competitiveness evaluation corresponds to the evaluation goal of academic research level and is a top-line evaluation. The excellent bases are further selected among the bases that have passed the qualification evaluation. The qualitative analysis is the main method, and expert evaluation is used to score, so as to achieve the quality and level of results, characteristic contributions, Academic ability evaluation in planning design and goal completion. This thesis determines the evaluation indicators at this stage based on literature analysis and expert interviews, and introduces the competitiveness evaluation and analysis method. On the basis of improving the distance calculation formula, the ideal point method is used to calculate the weight of the evaluation indicators, and then an improved individual agent evaluation model and democratic agency are constructed. On the basis of the above-mentioned qualification-competitiveness subsection evaluation method, this thesis uses the data of the key research bases of humanities and social sciences to conduct empirical analysis to confirm the effectiveness and feasibility of the scheme. Compared with the current evaluation scheme, the scheme has obvious advantages. And based on the analysis results, the base development and management suggestions are given. This thesis proposes a segmented evaluation method. This evaluation plan can effectively solve the problems in the current evaluation plan, and can be evaluated from the base's own advantages. The evaluation results are more easily accepted and help each base discover its own advantages and shortcomings. The board provides directions for the allocation of subsequent scientific research tasks and base planning.
