| 中文摘要: | 2020年初,新型冠状病毒首次大规模爆发,这是新中国成立以来最为严重的一次疫情事件。随后新冠疫情在全世界开始蔓延,并随之发生多次变异,导致新冠疫情的防治难度越来越大。目前来看,新冠疫情很有可能将长期持续伴随我们的生活,也将持续影响社会的生产生活方式。公共图书馆作为面向广大人民免费开放的公共空间及一个地区的文化交流空间,这一公共空间属性在新冠疫情发生后与疫情防控政策产生了一定的矛盾,也让公共图书馆服务受到了限制。目前我国大多公共图书馆实行疫情高风险地区闭馆,中风险及低风险地区有序开馆的开放方式,同时在新冠疫情期间开放的图书馆普遍实行“提前线上限额预约”的入馆方式,通过限制每日的入馆读者数量来控制疫情传播的风险。根据文化和旅游部网站发布的数据,2020年,我国公共图书馆数量、面积和藏书总量等稳步提升,但图书流通人次、书刊文献外借册次和外借人次大幅下滑,分别同比减少了39.93%、31.42%和34.36%。这种间歇性开放的状态对公共图书馆的常态化运营造成了严重的影响。在新冠疫情的长期化以及疫情防控工作的常态化背景下,公共图书馆不能再把新冠疫情视为突发性因素考虑,而应该把新冠疫情和疫情防控视为图书馆日常工作的重要背景,因此如何在疫情防控常态化情景下优化公共图书馆服务是一个值得探究的问题。 本文以图书馆学五定律和新五定律为理论指导,认为公共图书馆应该是一个不断发展的有机体,且其重要的使命就是免费向大众开放以及服务读者。然后以疫情防控常态化这一特殊情况作为研究背景,通过实地走访及网络调查分析当前公共图书馆现状,了解各地公共图书馆在疫情防控常态化情景下做出的探索与实践。并根据研究结果制定相应的问卷量表,调查读者在新冠疫情发生后对于公共图书馆使用的限制、感受及期望等问题,了解疫情防控常态化情景下读者的现状与需求。根据对公共图书馆和读者现状的研究,分析疫情防控常态化情景下公共图书馆的局限性,认为当前公共图书馆服务的局限主要体现在借阅服务受到限制、公共图书馆场馆管理严格和线上服务有待发展这三点上。 针对疫情防控常态化情景下公共图书馆的局限性,提出相应的服务优化建议。在优化公共图书馆借阅服务方面,提出提供安全便捷的借阅服务、以信用服务为依托开发网络借阅服务以及落实通借通还服务三点建议;在场馆方面,提出更新硬件设施、落实公共图书馆总分馆制度以及设立基层自助图书馆三点建议;在线上服务方面,提出以线上阅读为重点发展线上服务以及发展多类型线上服务两点建议。 | |
| 英文摘要: | In early 2020, the novel Coronavirus outbreak was the first of its kind, the most serious since the founding of the People's Republic of China. Since then, the epidemic has spread around the world and has undergone multiple mutations, making it increasingly difficult to prevent and control the epidemic. It is highly likely that COVID-19 will continue to be with us for a long time, and will continue to affect our way of life and production. As a free public space open to the public and a cultural exchange space in a region, public libraries are in conflict with epidemic prevention and control policies after the outbreak of COVID-19, which also limits the services of public libraries. The current epidemic high-risk areas closed for most of the public library in our country, the risk and low risk area open and orderly opening way, at the same time open during the outbreak of the new champions league library commonly practiced "advance booking online limit" in the library, by limiting the number of readers in the library on a daily basis to control the spread of the epidemic. According to data released on the website of the Ministry of Culture and Tourism, the number of public libraries in China increased steadily in 2020, but the number of circulation books, lending books and books and the number of lending books and periodicals declined sharply, with year-on-year decreases of 39.93 percent, 31.42 percent and 34.36 percent, respectively. This kind of intermittent opening state has a serious impact on the normal operation of public libraries. Guided by the five laws of library science and the new five laws, this paper holds that public library should be a developing organism, and its important mission is to open to the public free of charge and serve readers. Then, with the special situation of the normalization of epidemic prevention and control as the research background, the current situation of public libraries was analyzed through field visits and network surveys, so as to understand the explorations and practices of public libraries in different places under the situation of the normalization of epidemic prevention and control. Based on the research results, a questionnaire was developed to investigate readers' restrictions, feelings and expectations on the use of public libraries after the outbreak of COVID-19, so as to understand the current situation and needs of readers under the situation of normalized epidemic prevention and control. Based on the research on the current situation of public libraries and readers, this paper analyzes the limitations of public libraries under the situation of epidemic prevention and control, and points out that the limitations of current public library services are mainly reflected in the restrictions on lending services, strict management of public libraries and venues, and the pending development of online services. In view of the limitations of public libraries under the situation of epidemic prevention and control, suggestions on service optimization are put forward. In the aspect of optimizing the borrowing service of public library, this paper puts forward three suggestions: providing safe and convenient borrowing service, developing network borrowing service based on credit service and implementing the borrowing and returning service. In terms of venues, three suggestions are put forward: updating hardware facilities, implementing the general branch system of public library and setting up grassroots self-service library. In terms of online services, two suggestions are put forward to develop online services with emphasis on online reading and multi-type online services. | |
