| 中文摘要: | 随着2013年中国正式提出了“一带一路”倡议以来,越来越多的国内工程承包商都借政策的东风走出国门。2021年美国《工程新闻记录(ENR)》全球最大250家国际工程承包商排名中前10名中有8家中国承包商,足见中国工程企业拓展国际业务的力度。但是国际工程领域具有其自身的特点,面临许多国内项目没有的挑战和风险。因此,为了控制项目履约成本,保证项目的进度及质量,加强项目风险管理变得十分重要。 2020年初,COVID-19新型冠状病毒引起的疫情爆发并造成了全球范围内的大流行。其产生的不良影响直至今日仍旧严重影响这国际过程领域项目从项目前期、建设期至运营期的各个阶段。航班熔断、人员流动受阻、物资采购及海运时效无法保障,由此导致项目工期延误、项目成本陡然上升。更有的项目在疫情最严重时收到了业主的停工令,导致大规模的人员及设备窝工。如果此时项目相应的风险意识不强、风险管控措施不严则会对项目本身造成严重亏损。 本文站在疫情期间巴基斯坦工程G电站项目EPC总承包商的角度,梳理了疫情期间国际工程在建项目的风险现状,总结了本次疫情对海外工程项目的不利影响。通过文献查阅、实地调研、专家调查法等方式对疫情期间巴基斯坦G电站项目的风险进行识别,然后运用AHP层次分析法及模糊综合评价法对识别出的风险进行评价。根据相应的评价结果对项目疫情阶段面临的主要风险进行研究并提出了相应的应对措施。一定程度上可以供疫情期间在建的国际工程项目参考。 | |
| 英文摘要: | Since China formally proposed the "Belt and Road" strategy in 2013, more and more domestic engineering contractors have taken advantage of the policy to go abroad. In 2021, 8 of the top 250 international engineering contractors in the world's top 250 international engineering contractors in the United States Engineering News Record (ENR) shows the efforts of Chinese engineering companies to expand their international business. However, the international engineering field has its own characteristics and faces challenges and risks that many domestic projects do not have. Therefore, in order to control the cost of project performance and ensure the progress and quality of the project, it is important to strengthen project risk management. At the beginning of 2020, COVID-19 first broke out and caused a global pandemic. The adverse effects have continued to seriously affect the international process sector from the pre-project stages to the construction period to the operational phase. Flight circuit breakage, personnel flow obstruction, material procurement and shipping timeliness can not be guaranteed, resulting in project delays and project costs rose sharply. Some projects received a shutdown order from the owner at the height of the epidemic, resulting in large-scale staffing of personnel and equipment. If the corresponding risk awareness of the project is not strong at this time, and the risk control measures are not strict, it will cause serious losses to the project itself. From the perspective of the EPC general contractor of the Pakistan engineering G power station project during the epidemic period, this thesis sorts out the risk status of international projects under construction during the epidemic and summarizes the adverse impact of the epidemic on overseas projects. The risks of the G power plant project in Pakistan during the epidemic period were identified through literature review, field research, expert investigation method, etc., and then the AHP hierarchical analysis method and the fuzzy comprehensive evaluation method were used to evaluate the identified risks. According to the corresponding evaluation results, the main risks faced by the epidemic phase of the project were studied and corresponding countermeasure were proposed. It can provide a certain reference for the risk management of international engineering projects under construction during the epidemic. | |
