| 中文摘要: | 近年来,我国积极提高医保工作信息化水平,为实现医保治理体系和治理能力现代化而不断奋斗。随着互联网、移动端技术、通信技术的发展,各地方医疗保障局相继上线移动医保信息系统,即医保应用程序(application,APP),为用户提供“掌上办,少跑腿”服务,解决了长期以来医保经办业务办理过程中“等待长,办理短”的问题。一体化的医保服务平台囊括了医保服务功能、医疗服务功能、医药服务功能等,为解决看病难、结算过程繁琐、医疗资源分配不均等问题提供了解决方案,尤其是在疫情期间医保类APP为非接触式医疗和结算提供了强有力的技术支持。但与此同时,也可以清晰地看到各地在医保APP建设过程中,其内容质量参差不齐,极大地影响着用户在使用过程中的体验。 本研究通过文献回顾,了解学者们在信息系统和用户体验两方面指标体系研究中的指标设置。以信息系统成功模型和用户体验为理论基础,结合医保类APP自身特点,初步提出医保类APP评价指标。之后通过德尔菲专家咨询法对评价指标内容修改和完善,最终构建出3个一级指标、10个二级指标和22个三级指标。采用层次分析法,借助成熟的层次分析法工具yaahp10.3软件对各个指标进行科学合理的权重分配,最终确定出医保类APP评价指标体系,为后续采用模糊综合评价法进行实例研究奠定基础。 最后,将评价指标体系应用于“金医保”和“重庆医保”两款APP中。通过调查问卷打分和小组测评两种方式,根据模糊综合评价法对该两款APP进行单因素分析和最终结果评分展示,并提出系统质量、信息质量和服务质量三个方面的优化策略与建议,希望能够对医保类APP的后续建设和完善提供参考。 | |
| 英文摘要: | In recent years, our country has actively improved the informatization level of medical insurance work, and has been striving to modernize the medical insurance governance system and governance capacity. With the development of the Internet, mobile terminal technology and communication technology, various local medical insurance bureaus have successively launched mobile medical insurance information systems, namely medical insurance application (application for short, APP), providing users with "hand-held, less errands" services, solving the problem of For a long time, the problem of "long waiting and short processing" in the process of medical insurance handling business. The integrated medical insurance service platform includes medical insurance service functions, medical service functions, medical service functions, etc., providing solutions to the problems of difficult medical treatment, cumbersome settlement process, and uneven distribution of medical resources, especially during the epidemic period. Contactless medical care and billing provide strong technical support. But at the same time, it can also be clearly seen that during the construction of medical insurance Applications in various places, the quality of its content is uneven, which greatly affects the user's experience in the use process. In this study, through literature review, we understand the indicator settings of scholars in the research of indicator systems in information systems and user experience. Based on the theoretical model of information system success and user experience, combined with the characteristics of medical insurance Applications, the evaluation indicators of medical insurance Applications are initially proposed. Afterwards, through the Delphi expert consultation method, the content of the evaluation indicators was revised and improved, and finally 3 first-level indicators, 10 second-level indicators and 22 third-level indicators were constructed. Using the analytic hierarchy process, with the help of the mature analytic hierarchy process tool yaahp10.3 software, scientific and reasonable weight distribution of each index is carried out, and the evaluation index system of medical insurance Application is finally determined, which lays the foundation for the subsequent application of the index system by the fuzzy comprehensive evaluation method. . Finally, the evaluation index system was applied to the two applications-"Golden Medical Insurance" and "Chongqing Medical Insurance". Through questionnaire scoring and group evaluation, single-factor analysis and final result scoring display of the two apps were carried out according to the fuzzy comprehensive evaluation method, and optimization strategies and suggestions were put forward in three aspects: system quality, information quality and service quality.
