中文摘要: 经过多年发展后,国家电网公司形成了规模可观的通信网络资源。为提高电力资产利用率,满足各行各业对数据算力、信息通信的旺盛需求,电网公司提出了电力通信资产共享模式,将自身的通信资产进行对外运营。电力通信资产运营项目通过利用既有变电站设施,与数据中心、通信基站、通信枢纽等多种站点进行融合建设。在项目建设运行过程中,面临着实施环境错综复杂,电力安全要求严格,管理规范缺位等诸多风险问题,所以风险管理在项目整体管理的进程中,显得尤为重要,有必要对其进行单独研究。 本研究以TG110kV变电站电力通信资产运营项目为研究对象,利用项目风险管理方法,对项目的多种风险因素实施了有效管理。首先梳理了项目风险的理论发展,结合项目实际情况,选择分析方法和技术路线。其次,把整个项目过程分为项目立项、项目采购、项目施工、项目验收、项目运营共计五个项目阶段,利用头脑风暴法和专家访谈,分阶段进行项目识别。在输出风险因素清单的基础上,采用问卷调查法、Borda排序法相结合的方式,对已识别出的风险因素排序。针对影响等级高的风险因素,制定风险应对措施。最后根据项目特点,构建风险管理保障体系。 本研究对项目进行了全面系统性的风险识别与评价,在风险识别和分析阶段,集成两种方法进行识别分析,有效的甄别出高风险因素。在充分考虑变电站现场和电网管理的特殊性上,对高风险因素提出应对措施,使应对措施更加具有可执行性。在管理措施实施保障方面,本研究在通过建立主动发现机制、跟踪预警机制和应急处置机制,主被动相结合的风险管理方式,防止风险失控和突发风险损害项目利益,对于今后类似的电力项目具有一定的参考价值。  
英文摘要: After years of development, State Grid Corporation of China has formed considerable communication network resources. In order to improve the utilization rate of power assets and meet the strong demand for data computing power and information communication from all walks of life, power grid companies put forward the sharing mode of power communication assets to carry out external operation of their own communication assets. Power telecom assets operation projects by using both the substation facilities, and data center, communication base station, communication hubs and other construction site for fusion, in the process of project running, facing the complex implementation environment, electricity safety requirements strictly, absence of standardized management, and many other risk issues, so the process of risk management in the overall project management, is particularly important, It is necessary to study them separately. In this thesis, the TG110kV substation electric communication assets operation project is taken as the research object, and the project risk management method is used to effectively manage various risk factors of the project. Firstly, the theoretical development of project risk is sorted out, and analysis methods and technical routes are selected according to the actual situation of the project. Secondly, the whole project process is divided into five project stages: project approval, project procurement, project construction, project acceptance and project operation. By using brainstorming and expert interview, project identification is carried out in stages. On the basis of outputting the list of risk factors, questionnaire survey and Borda ranking method were used to rank the identified risk factors. Formulate risk response measures for risk factors with high impact levels. Finally, according to the characteristics of the project, the construction of risk management guarantee system. This thesis carried out a comprehensive and systematic risk identification and evaluation for the project. In the stage of risk identification and analysis, two methods were integrated to identify and analyze the risk factors effectively. On the basis of the particularity of substation site and power network management, the countermeasures against high risk factors are put forward to make the countermeasures more enforceable. In terms of the implementation of management measures, this thesis has certain reference value for similar power projects in the future by establishing active discovery mechanism, tracking and early warning mechanism and emergency disposal mechanism, and combining active and passive risk management methods to prevent risk out of control and sudden risks from damaging project interests.
