中文摘要：	随着网络信息技术的迅速发展，互联网已经进入到了Web 3.0时代。微博作为一种传播新媒体在互联网上被广泛运用，拓宽了信息获取的途径，扩大了信息传播的范围，成为公众信息传递、意见交流和情感态度表达的有效渠道；同时，它也是政府了解和掌握民情民意的重要媒介，在提升政府规制能力、促进公众网络参与政府治理方面发挥着积极作用。政府规制事件在微博上的信息传播，对被规制方和公众均会产生影响，因此，通过规制事件信息传播，研究政府规制的实际效果具有理论和实践价值。 本文旨在研究公众在微博上对政府规制事件的情感反应等内容，揭示出相关行业政府规制的社会效果，从而为政府更有效地制定规制举措提供依据；通过对公众讨论内容和社会情感变化的信息探究和分析，为促进政府与公众的紧密联系，提升政府公信力，维护政府良好形象，进一步提高在具体行业中的规制水平提供帮助。 本文基于微博文本分析的方法，以蚂蚁集团上市事件为案例，从信息传播的视角出发，与政府规制理论相结合，研究公众接收到信息传播后的反馈和情感态度的变化，探寻政府在互联网金融风险事件上的规制效果；从社会公众的讨论重点和情感表达上切入，依据社交媒体微博文本的数据，运用文本主题聚类、情感态度分析等方法，观察社会公众在政府规制事件前后关注焦点的变化及情绪态度的演变；通过归纳总结和对比分析，探究政府规制的社会效果，找出政府在互联网金融风险治理中的优点及存在的不足并加以剖析。 本文通过研究，发现了社会公众在政府规制事件传播后的情感态度发生了较大的转变，探讨的内容与话题发生了变化，接收和关注了许多新的信息，对于被规制方有了新的认知和看法。总体来看，政府规制得到了公众的广泛支持和普遍认可，并取得了较好的社会效果，基于此，本文从政府要进一步重视信息传播，加强对公众信息反馈的分析，积极了解规制效果等角度切入，提出相应的建议和措施，以利于政府在理政实践中制定更有效的规制举措。
英文摘要：	With the rapid development of network information technology, the Internet has entered the era of Web 3.0. As a new communication medium, Weibo is widely used on the Internet, broadening the channels for information acquisition, expanding the scope of information dissemination, and becoming an effective channel for public information transmission, opinion exchange and emotional attitude expression. At the same time, it is also an effective channel for the government to understand and plays an active role in improving government regulation capabilities and promoting public network participation in government governance. The information dissemination of government regulation events on Weibo will have an impact on both the regulated party and the public. Therefore, it is of theoretical and practical value to study the actual effect of government regulation through the dissemination of regulation event information. This thesis aims to explore the public's emotional response to government regulation events on Weibo, revealing the social effects of government regulation in related industries, so as to provide a basis for the government to formulate regulatory measures more effectively. Through the information exploration and analysis of the content of public discussions and changes in social emotions, this thesis assists the government to promote the close contact with the public, enhance the credibility of the government, maintain a good image of the government, and further improve the level of government regulation in specific industries. Based on the method of Weibo text analysis, taking the event of Ant Group's IPO as a case, from the perspective of information dissemination, combined with the government regulation theory, this thesis studies the feedback and emotional attitude changes of the public after receiving information dissemination, and explores the regulation effect of the government on Internet financial risk events. Starting from the discussion focus and emotional expression of the public, according to the data of social media Weibo text, using the methods of text topic clustering and emotional attitude analysis, this thesis observes the changes of the focus of attention and the evolution of emotional attitude of the public before and after the government regulation event. Through comparative analysis, the thesis explores the social effects of government regulation, finds out the government's advantages and shortcomings in Internet financial risk management. Through research, this thesis finds that the public's emotional attitude has changed greatly after the spread of government regulated events.The contents and topics discussed by the public have changed, received and paid attention to a lot of new information, and have new cognition and views on the regulated party. On the whole, government regulation has been widely supported and recognized by the public, and has achieved great social effects. Based on the result, this thesis focuses on the government to pay more attention to information dissemination, strengthens the analysis of public information feedback, and actively understands the effect of regulation. From the perspective, the thesis puts forward corresponding suggestions and measures to assist the government to formulate more effective regulatory measures in governance practice.
