中文摘要：	消防安全与人民生产生活安全密切相关，是社会公共安全领域的重要内容，一个城市的发展进步不仅体现在资产增长、科技发达，更为重要的是人民的生活感受，消防安全管理的目的就是为人民提供安全的生产生活环境，让城市能够在安全的基础上健康发展。在国家治理能力现代化、公共安全形势复杂多变的多重情境交汇下，消防安全管理的重要性也日益凸显。我国消防安全管理发展至今，从消防部门单方面发挥监督指导作用，逐步向企业自主管理、发挥主体作用转变，遵循预防为主、防消结合的管理理念，由点及面开展各类场所消防安全风险研究，为消防安全管理提供科学依据。2017年国务院出台《消防安全责任制实施办法》，对企业负有的消防安全主体责任做出了进一步规定，对企业开展消防安全管理提出更高、更详细的要求。企业消防安全管理是企业安全管理的重要组成部分，直接关系到企业安全发展和员工生命安全，客观细致地分析企业消防安全风险，研究企业消防安全管理体系，有助于规避火灾事故的发生，降低事故产生的不良影响。本文以M医药研究企业消防安全管理体系为研究对象，从企业发生的一起亡人火灾案例入手，运用事故致因“2-4”模型分析火灾事故原因，深挖事故根源原因，分析企业消防安全管理体系现状及问题；运用层次分析法评价企业消防安全风险，并充分结合我国现行消防安全法律法规要求，研究优化企业消防安全管理体系；将构建的消防安全管理体系加以实施，提出相应管理措施，分析实施效果。研究认为，企业消防安全水平重在管理，应将消防安全文化融入企业文化，树立“以人为中心”的管理理念，建立四级消防安全组织，逐级落实消防安全责任，结合现行法律法规构建适应企业特点的消防安全管理体系，从而提高企业抵御火灾风险的能力。本文在分析火灾事故原因、分析消防安全风险等方面做了部分创新尝试，为推动企业发挥消防安全主体作用、提升消防安全管理水平提供了科学依据和对策参考。
英文摘要：	Fire safety is closely related to people's production and life safety, and is an important part of the social and public safety field. The development and progress of a city is not only reflected in the growth of assets and advanced technology, but more importantly, the people's life experience. The purpose of fire safety management is to The people provide a safe production and living environment, so that the city can develop healthily on the basis of safety. In the context of the modernization of national governance capabilities and the complex and changeable public security situation, the importance of fire safety management has become increasingly prominent. Since the development of my country's fire safety management, the fire department has gradually transformed from the unilateral supervision and guidance role of the fire department to the independent management of enterprises and the main role. Following the management concept of prevention first and combining prevention and fire prevention, fire safety in various places is carried out from point to point. Risk research to provide scientific basis for fire safety management. In 2017, the State Council promulgated the "Implementation Measures for Fire Safety Responsibility System", which further stipulated the main responsibility for fire safety of enterprises, and put forward higher and more detailed requirements for enterprises to carry out fire safety management. Fire safety management is an important part of enterprise safety management. It is directly related to enterprise safety development and employee life safety. Objectively and meticulously analyzing enterprise fire safety risks and studying enterprise fire safety management system can help avoid The occurrence of fire accidents can reduce the adverse effects of accidents. This thesis takes the fire safety management system of M Pharmaceutical Research Enterprise as the research object, starts with a case of a fatal fire in the enterprise, uses the "2-4" model of accident causes to analyze the cause of the fire accident, digs deep into the root cause of the accident, and analyzes the fire safety of the enterprise. The current situation and problems of the management system; use the analytic hierarchy process to evaluate the fire safety risk of the enterprise, and fully combine the requirements of the current fire safety laws and regulations in our country to study the construction of the enterprise fire safety management system; implement the constructed fire safety management system, and propose corresponding management measures, analyze implementation effects. The research believes that the level of fire safety in enterprises is management, and the fire safety culture should be integrated into the corporate culture, establish a "people-centered" management concept, establish a four-level fire safety organization, implement fire safety responsibilities step by step, and combine existing laws and regulations. Enterprise-specific fire safety management system, thereby improving the ability of enterprises to resist fire risks. This paper makes some innovative attempts in analyzing the causes of fire accidents and analyzing fire safety risks, which provides scientific basis and countermeasures for promoting enterprises to play the main role of fire safety and improving the level of fire safety management.
