中文摘要：	元数据是用来描述数据的数据，是释放数据价值的关键。随着大数据时代的到来，政府开放共享数据已经成为社会发展的必然趋势。元数据能够提供理解和利用政府开放数据的必要信息，在促进政府数据开放共享方面扮演重要角色。然而，当前研究和实践对元数据质量问题重视不够，我国各地方政府数据开放平台上的元数据质量不高，因此，进行元数据质量评价已成为当务之急。本研究旨在建立一个多维的适用于政府开放数据的元数据质量评价指标体系，对政府开放数据的元数据质量进行评价，为进一步提高政府开放数据质量提出治理对策。 本研究运用文献调研法和案例分析法，依据可操作性、易获取性和价值导向原则选取政府开放数据的元数据质量评价指标并构建体系，结合德尔菲法和层次分析法确定评价指标权重。应用评价指标体系对上海等25个政府数据开放平台的元数据质量进行评价，得出综合排名结果，使用比较分析法从总体上分析评价结果，并运用SPSS 21.0对各指标进行灰色关联度分析，提出现存的元数据质量问题。基于数据治理领域的相关理论，提出解决元数据质量问题的针对性治理对策。 研究发现元数据元素质量和元数据记录质量在元数据质量评价中具有同等重要的地位，“时效性”、“全面性”、“精简性”是政府开放数据元数据质量评价体系的关键指标。目前，我国政府开放数据的元数据质量亟待提升，元数据记录发布不及时、元数据内容描述不规范、元数据开放利用率较低是重要的元数据质量问题；需要政府加强元数据建设标准，形成以质量改进为目标，以政策、机制、技术、人才为办法的元数据治理对策方案，以此提升政府开放数据的元数据质量，进而促进政府开放数据的共享利用。
英文摘要：	Metadata is the data used to describe data and is key to releasing its value.?With the advent of the big data era, it has become an inevitable trend for the government to open up and share data.?Metadata can play an important role in facilitating open sharing of government data by providing the necessary information to understand and utilize open government data.?However, the current research and practice do not pay enough attention to the quality of metadata, and the quality of metadata on the open platform of local governments in China is not high, so it has become urgent to evaluate the quality of metadata.?The purpose of this study is to establish a multidimensional metadata quality evaluation index system for open government data, to evaluate the metadata quality of open government data, and to propose governance countermeasures for further improving the quality of open government data. This study uses literature research and case analysis to select metadata quality evaluation index of government open data according to the principles of usability, accessibility and value orientation, and constructs the system, combining Delphi method and AHP to determine the weight of evaluation index.?This paper evaluates the metadata quality of 25 government data open platforms, such as Shanghai, using the evaluation index system, gets the comprehensive ranking result, analyzes the evaluation results in general using comparative analysis method, and uses SPSS 21.0 to analyze the gray relatedness of each index, and puts forward the existing metadata quality problem.?Based on the theory of data governance, this paper puts forward some countermeasures to solve the problem of metadata quality. It is found that the quality of metadata elements and the quality of metadata records play an important role in the evaluation of metadata quality. Timeliness, comprehensiveness and simplification are the key indicators of the government's open data metadata quality evaluation system.?At present, the quality of metadata of open data of our government needs to be improved urgently. It is an important metadata quality problem that the metadata records are not released in time, the content description of metadata is not standard, and the utilization rate of metadata is low.?It is necessary for the government to strengthen the metadata construction standard, form the metadata governance countermeasures plan with the goal of quality improvement and the policy, mechanism, technology and talents approach, so as to improve the metadata quality of the government open data, and then promote the sharing and utilization of the government open data.
