中文摘要:近年来,国外国内台风、暴潮、海啸等自然灾害频发,对沿海城市的经济发展和人类的生存都造成了较大威胁,引起社会的高度重视和广泛关注。而我国海岸线长达18000多千米,海上分布着面积500平方米以上的岛屿6500多个,使得我国成为受台风灾害影响最为严重的国家之一,给我国造成了巨大的人员伤亡和经济损失。 海堤工程对于抵御风暴潮、海啸来说,是一项重要而有效的工程手段,随着社会经济的快速发展,海堤的建设也逐渐受到国家和沿海城市各级政府的高度重视,投入巨资大力发展海堤建设。 由于沿海地区工程地质条件与施工条件均很差, 所以海堤工程对工程质量的要求就更加严苛,如何把控海堤工程质量、加强工程质量管理、保障工程品质成为一项值得研究的课题,对保障沿海地区居民的生命与财产安全有着非常重要的意义。 通过对国内施工质量管理方面的文献研究发现,当前少有学者对新建海堤工程质量管理进行研究。本文以S新建海堤工程为主要研究对象,对S新建海堤工程质量管理现状进行分析,结合S新建海堤工程情况,PDCA循环理论、全面质量管理理论,根据“事前、事中、事后”三阶段控制原则等相关理论和工具基础上对该工程在质量管理中存在的问题及原因进行深入分析。 基于5M1E分析法从人员、机械、材料、方法、测量、环境 六个影响因素进行存在问题进行LDA主题分析。在此基础上应用层次分析法筛选出了21条影响新建海堤工程质量的因素。同时结合问卷调查法对上述影响因素进行客观分析,最终找出影响新建海堤工程质量的关键因素。根据影响权重确定了影响程度分级,确定了S新建海堤工程质量影响主要因素为十项。针对上述十项主要影响因素制定质量管理措施,即从建设单位、监理单位、施工单位及监测与检测等四个不同的视角制订了详细的质量控制管理措施。通过对项目质量管理方案进行方案设计、制定质量保障措施,提高项目质量管理水平,为新建海堤项目施工质量管理提供了理论依据和实践方案。 
英文摘要:In recent years, natural disasters such as typhoons, tidal storms and tsunamis have occurred frequently at home and abroad, which pose a great threat to the economic development of coastal cities and human survival, and have attracted great attention and extensive attention of the society. China's coastline is more than 18000 kilometers, and more than 6500 islands with an area of more than 500 square meters are distributed on the sea, making China one of the countries most seriously affected by typhoon disasters, causing huge casualties and economic losses to China. Seawall project is an important and effective engineering means to resist storm surge and tsunami. With the rapid development of social economy, the construction of seawall has gradually been highly valued by the government at all levels of the country and coastal cities, and invested a lot of money to vigorously develop the construction of seawall. Due to the poor engineering geological conditions and construction conditions in coastal areas, the requirements of seawall project on project quality are more stringent. How to control seawall project quality, strengthen project quality management and ensure project quality has become a subject worthy of study, which is of great significance to ensure the life and property safety of residents along Haiti. Through consulting the relevant literature on project quality management at home and abroad, this thesis focuses on summarizing and analyzing the influencing factors of seawall project quality. Taking s new seawall project as the main research object, this study analyzes the current situation of s new seawall project quality management, and finds out the problems existing in the project quality management, such as the weak technical ability of the construction unit and the influence of the quality of construction personnel, Use relevant theories to analyze and guide practice. The main research methods used in this paper include literature analysis, 5M1E analysis, case study, questionnaire survey and analytic hierarchy process. Ten main influencing factors existing in the quality management project of s new seawall project are analyzed and found out, the existing problems are summarized and analyzed, and the optimization scheme of project quality management is put forward by using PDCA cycle theory and total quality management theory, According to the three-stage control principle of "before, during and after" and the influencing factors of 5M1E project quality, detailed quality assurance measures are formulated from the perspectives of the construction unit, the supervision unit, the construction unit and monitoring and testing to ensure the smooth implementation of the quality management optimization scheme of s new seawall project. The conclusions of this study will provide research ideas and scheme practice with reference significance and reference value for the quality management of new seawall engineering.
