中文摘要:近几年,以数字化和智能化为依托的共享经济,为社会经济带来充沛的发展动力,整个就业结构也在持续变化和调整,原有单一用工模式已经不能适应新型市场需求,借助互联网平台最大程度实现供需匹配,大量劳动者以灵活就业形式提供多元化社会服务,这种服务的特点是工作时间、地点、方式灵活,给予企业和灵活就业者以方便和高效匹配,这使得零工经济快速蓬勃发展。 本文采用文献研究、行业分析、数据分析等方法,首先,分析国内外灵活用工理论研究的历史、现状及相关概念;其次,运用行业分析的方法,对灵活用工行业的现状进行分析,同时对多主体之间关系进行详细分析;再次,依托于Y服务平台的业务数据,分析数据背后灵活用工行业存在的问题;最后,从用工企业、中介、行业管理及政府、劳动者等多个角度,提出有针对性对策和可实施的措施和建议,为我国灵活用工的持续健康快速发展提供理论支撑,帮助企业满足合法、低成本、灵活、高效的实现用工需求。 面对灵活用工快速发展所遇到的问题,本文提出关于促进行业发展的相关改进建议:首先,在用工企业方面,要做好人力资源规划,提高薪资福利的灵活性,建立长效激励机制,拓宽关于灵活就业者的职业发展渠道,对灵活就业人员进行能力提升培训。加强企业机密和信息安全管理;其次,中介方面,服务平台要加强社会治理责任,做好自我合规,对服务场景进行分类管理,应组织相关法律法规培训;再次,行业及政府方面,需要行业加强自我管理,政府要对劳动法调整范围重构、加强社会保险权益的保护、完善社会保障制度;最后,劳动者方面,要主动配合国家的提出的政策,积极提升自己。  
英文摘要:In recent years, the sharing economy based on digitization and intelligence has brought abundant development momentum to the social economy, and the entire employment structure has continued to change and adjust. The original single employment model can no longer meet the needs of the new market. To achieve the matching of supply and demand, a large number of workers provide diversified social services in the form of flexible employment. This type of service is characterized by flexible working hours, locations and methods. It provides enterprises and flexible employees with convenient and efficient matching, which makes the gig economy rapidly flourish develop. This article uses literature research, industry analysis, data analysis and other methods. First, analyze the history, current situation and related concepts of flexible labor theory research at home and abroad; secondly, use industry analysis methods to analyze the current situation of the flexible labor industry, and at the same time A detailed analysis of the relationship between the subjects; thirdly, relying on the Y service platform data to analyze the problems in the flexible employment industry behind the data; finally, from the perspectives of employers, intermediaries, industry management, government, and workers, etc. Sexual countermeasures and implementable measures and suggestions provide theoretical support for the sustained, healthy and rapid development of flexible employment in my country, and help companies meet legal, low-cost, flexible and efficient employment needs. Faced with the problems encountered in the rapid development of flexible employment, this article proposes relevant improvement suggestions for promoting the development of the industry: First, in the aspect of employment enterprises, it is necessary to do a good job of human resource planning, increase wage flexibility, establish long-term incentive mechanisms, and smooth and flexible Employment career development channel, and training for the ability improvement of flexible employees. Strengthen corporate confidentiality and information security management; secondly, in terms of intermediaries, service platforms must strengthen social governance responsibilities, do a good job in self-compliance, and classify service scenarios, and organize relevant laws and regulations training; thirdly, industry and government aspects need industry To strengthen self-management, the government must reconstruct the scope of labor law adjustments, strengthen the protection of social insurance rights and interests, and improve the social security system. Finally, on the part of workers, they must actively cooperate with the policies proposed by the state and actively improve themselves.
