中文摘要:随着我国经济金融体制改革步伐的加快,商业银行的经营环境发生了剧烈变化,同业竞争日趋激烈。特别是中国加入WOT后,我国金融业将直接面对外资银行在市场、客户、人才等领域的全方位冲击。商业银行应当从战略发展的高度,转变经营观念,建立以客户为中心的运营模式,积极引入并实施银行再造工程。并以此为契机,重塑高效灵活的信贷经营管理机制,建成具有较强竞争能力、创新能力和风险防范能力的真正的商业银行,以适应持续发展的需要。 银行再造理论起源于90年代的美国,它是企业再造理论在银行管理中的应用与发展。商业银行进行信贷业务流程再造不仅涉及银行的信贷业务本身,也是关系到银行经营理念、组织架构、信息技术、金融创新等方面的系统工程。我国商业银行应积极改进技术手段,大力改良服务方式,努力提高服务和管理效率,整合信贷业务环节,优化信贷劳动组合,强化信贷风险控制,构建运转高效的信贷务流程、差异化的信贷业务模式和集约化的信贷管理体系,以创造最佳的信贷运营效率,增强银行的市场竞争力和持续发展能力。 本文采取理论回顾、案例分析、比较分析的研究方法,首先对业务流程再造、商业银行业务流程再造的理论进行了回顾和梳理,然后从我国商业银行信贷业务的定义和范畴出发,分析了信贷业务流程演变的过程,发展的现状以及存在的问题。之后,通过对国外两家商业银行的业务介绍和业务流程特点的分析,得出在信贷业务流程设计上应重视的国际经验。接下来,本文结合前面的分析和论述,结合我国商业银行信贷业务的自身特点,提出流程再造的目标、原则、过程和方法,并且对信贷业务流程进行了再设计。最后结合前文的分析成果提出了结论和建议。  
英文摘要:With the development of the economical and financial reform, the environment of Chinese commercial banks has changed greatly. Inter-bank’s competition becomes keener and keener. Especially after China joining WTO, the commercial banks of China will face the most severe pressure and challenge in the field of market, customer and talented persons etc. The commercial banks should change management ideas when considering strategy of development. They should regard clients as core to set up a new kind of operation model and implement bank restructure engineering. Based on above things, high efficiency and flexible operation and management system will be rebuilt to set up a true commercial bank that has strong competitive power, innovation and risk-control capability, adapting themselves to sustaining development. The theory of Bank Reengineering originated from USA in 1990s. It is an application and development of Corporation Reengineering theory in bank management. The credit business process reengineering of commercial banks, which is a systematic engineering, not only deals with credit operations, but also relates to bank operation ideas, organization structure, information technology, financial innovation and so on. Chinese commercial banks should entirely innovate upon the credit management mechanism, try hard to amend the technical instruments, exert ourselves to improve the service manner, make great efforts to heighten the efficiency of service and management, integrate the flow of credit operations, optimize the association of credit labor, strengthen the control of credit risk and set up the efficient work flow the integrated management system. By the means of BPR, the commercial banks try to create the best efficiency of credit operations and enhance the market competitive power and persistent progress ability. This paper studies on the credit operations of Chinese commercial banks, with the methods of literature recalling, cases studies, comparative analysis. First of all, the paper discusses the basic theory of business process reengineering and business process reengineering of commercial banks. The paper analysis the evolution process, development of the status quo and existing problems based on the scope and definition of credit operations process in banks. Then, the paper learns the advanced experience of international banks from the introduction and analysis of credit operations in two international banks. Next, this paper analyzed and discussed the characteristics, the process reengineering status quo and problems of credit operations in Chinese commercial banks. Furthermore, the paper proposed reform objectives principles, processes and methods of process reengineering on credit operations of Chinese commercial banks. At last, this paper, on the base of the results of earlier, proposed conclusions and gave recommendations.
