| 中文摘要: | 摘 要 从全国范围来说,海员是小众群体,但在国民经济中起到重要的作用,作为走向海洋强国的先行者,海员是建设海洋强国的重要力量,以海员为支撑的航运业承担着我国进出口贸易90%以上的货运量。随着国家经济的发展,海员作为相对艰苦的职业,其吸引力逐年下降,海员的招募门槛和基础素质也呈降低趋势,与此同时,航海新技术的发展、航区的复杂变化,却对海员素质和海员培训提出了更高的要求。 2017年在国家战略规划下,Z远洋集团与Z海运集团重组整合,合并成为世界航运运力规模第一的Z远洋海运集团(以下简称为Z集团)。此次整合是在国家海运航国和提升国际航运竞争力的战略指引下进行的,用三年多时间,先后完成了集团总部、船舶管理、船员管理、教育培训资源的重组整合。 Z远洋海运集团在重组整合后,经营船队综合运力一亿余载重吨,一千多艘船舶,拥有和管理海员4.6万名,以上三个指标均为世界第一。海员服务覆盖集装箱船、油船、干散货船、特种船、客船、液化气船、邮轮等各类型船舶,海员队伍的综合素质和安全能力对整个航运业安全运营起到举足轻重的作用。 在整合后,由于海员服务于船公司、归属于船员公司管理、培训资源由人才发展院掌握,海员培训需要协同配合,才能有效实施,因此Z集团海员培训体系在整个改革过程中并未真正构建成形。随着形势的发展,在外界提升海员素质的呼声高涨,集团内部改革重组基本完成的背景下,建设集团范围内的海员培训体系迫在眉睫,条件也日趋成熟。 本次研究通过阅读大量相关员工培训文献、海员管理和培训文献,以及相关企业的培训资料,了解和掌握国内外企业员工和海员培训的先进理念和实施方法,发挥作者自身在船经历和从事海员培训工作的优势,通过与船公司、船员公司、船员群体访谈,对Z集团现有海员队伍情况、培训现状和培训需求进行分析,对海员培训规律进行归纳总结,提出符合企业现状和大环境的海员培训体系构建建议。以期从无到有、从乱到治,建立系统、规范的集团海员培训体系,促进海员队伍整体履职能力和综合素质的提升,降低船舶事故率,保障船舶运营安全。 | |
| 英文摘要: | Seafarers are a minority group in china, but they are an important role in the national economy. As pioneers , seafarers are an important force in building a maritime power. The shipping industry supported by seafarers undertakes more than 90% of the cargo transportation of China's import and export trade.With the development of the national economy, the career attraction of seafarers as a relatively tough job is declining year by year, and the recruitment threshold and basic quality of seafarers are also decreasing. At the same time, the development of new navigation technology and the complex changes of navigational area put forward higher requirements for seafarers' quality and seafarers' training. In 2017, under the national strategic plan, Z ocean shipping group and Z shipping group were reorganized and integrated to become Z ocean shipping group (hereinafter referred to as Z group) with the largest shipping capacity in the world. This integration is carried out under the strategic guidance of the National Maritime navigation country and improving the competitiveness of international shipping. In more than three years, it has successively completed the reorganization and integration of group headquarters, ship management, crew management and education and training resources. After reorganization and integration, Z Ocean Shipping Group operates a fleet of more than 100 million deadweight tons, more than 1000 ships, and owns and manages 46000 seafarers. The above three indicators are the first in the world. The service ship types cover container ships, oil tankers, dry bulk carriers, special ships, passenger ships, liquefied gas ships, cruise ships and other types of ships, The comprehensive quality and safety ability of its seafarers play an important role in the safe operation of the whole shipping industry. After the integration, because seafarers work for shipping company, belong to the seafarer companies, and training resources are controlled by the talent development institute, seafarer training is required to be Trinity method, coordinated and systematic. Therefore, the seafarer training system of Z group has not really been constructed and formed in the reform process. With the development of the situation, under the background of the rising voice of the world to improve the quality of seafarers and the completion of the reform and reorganization within the group, it is urgent to build a seafarer training system within the group, and the conditions are becoming more and more ripe. By reading a large number of relevant employee training documents, seafarer management and training documents, as well as the training materials of relevant enterprises, this study understands and grasps the advanced concepts and operation methods of employee and seafarer training in enterprises. By giving full play to the author's advantages in ship experience and seafarer training, by interviews with shipping companies, crew companies and crew groups, this paper analyzes the current situation, training status and training needs of Z group's existing seafarers. This paper summarizes the laws of seafarer training, and puts forward some suggestions on the structure of seafarer training system in line with the current situation of enterprises and the general environment. It is expected to establish a systematic and standardized group seafarer training system from scratch and from chaos to governance, promote the improvement of the overall performance ability and comprehensive quality of seafarers, reduce the ship accident rate and ensure the safety of ship operation. | |
