中文摘要：	当前我国城镇化率已超过60%，新型城镇化建设要求政府对基础设施与公共服务设施的不断加大投入。由于近年来国家对于政府债务的限制越来越高，而受到国家宏观调控和疫情的影响，政府的财政收入有了大幅缩水，无力在基础设施和公共设施上投入过多资金，加之政府的融资渠道有限，导致政府急需具有资金实力的私企参与到政府的基础设施建设和公共设施建设上来，PPP模式在原有的BT模式和BOT模式的基础上应用而生。华夏幸福产业新城的PPP模式契合了政府这一需求，以“政府主导、企业运营、利益共享、风险共担”为理念，与政府进行深度合作开发，最终以所合作开发范围内新增的财政收入为付费来源，既不为政府增加负债，又能够享受区域价值提升所带来的利益，达到共赢的效果。 首先，本文以PPP模式和华夏幸福产业新城PPP模式的相关理论为切入点，结合国内外相关理论与文献，并分析国家相关政策，指出华夏幸福产业新城PPP模式的合法性与合规性，以及该模式为华夏幸福带来的巨大收益，成就了华夏幸福在产业新城领域的领先地位。其次，本文对指出当前华夏幸福产业新城发展现状及产生流动性危机的原因，运用SWOT分析方法，分析华夏幸福所具有的优劣势，以及所面临的机遇与挑战。最后，从平台型公司的“产业、融资、管理、资产”四个维度出发，提出公司优化策略包括优化产业布局，提升产业核心优势；创新融资渠道，追求经济效益；盘活优质资产，协作共赢；实行管理的精细化与扁平化。在措施保障方面从应对流动性危机策略、经营管理策略和组织与考核机制三个方面提出建议，为公司管理者提供决策思路，以尽快度过难关，也可为其他产业新城项目模式和发展策略提供参考。
英文摘要：	At present, China’s urbanization rate has exceeded 60%. The construction of new urbanization requires the government to increase investment in infrastructure and public service facilities. Due to the increasingly higher government debt limit and the influence of national macro-control and the COVID-19 coronavirus in recent years, the government’s fiscal income shrunk dramatically, causing unable to spend too much money on the infrastructure and public facilities, coupled with the restricted government’s financing channels. The government urgently needs the financial strength of the private sector to participate in the government's infrastructure and public facilities construction result from all above reasons, PPP mode is born on the basis of BT mode and BOT mode. The PPP model of CFLD’s new industry city meets the demand of the government. Based on “the government leading, enterprise operation, benefit-sharing, risk-sharing” for the idea, through in-depth cooperative development, the new financial revenue within the scope of cooperation will be used as the source of payment for the PPP model of CFLD’s new industry city. With this model, the government will not increase its debt, but can enjoy the benefits brought by the improvement of regional value and achieve a win-win effect both for the government and CFLD. Firstly, the related theory of the PPP mode and CFLD’s new industry city of PPP mode are studied as the breakthrough point, combined with relevant theory and literatures home and abroad. The relevant national policies are analyzed. It is concluded that the PPP model of CFLD’s new industry city is in accordance with the laws and regulations, and this mode has brought huge profits to CFLD, which leads to the achievement of leading position for CFLD in the field of new industrial city. Secondly, this paper point out the current situation and the reasons of liquidity crisis , using SWOT analysis method puts emphasis on the advantages, disadvantages, opportunities and challenges of PPP model of CFLD’s new industry city . Finally, base on the four dimensions of “industry, capital, management and assets” of platform companies proposed optimization strategies including optimizing the industrial layout and enhancing the core advantages of the industry; innovating financing channels and pursuing economic benefits; revitalize high-quality assets and cooperate for a win-win situation ; implementing the refinement and flattening of organization and management. In terms of supporting measure, suggestions are given from the aspects of coping with liquidity crisis strategy, operation and management strategy, organization and assessment mechanism, which provides a decision reference for the company managers to solve the difficulties as soon as possible. It can also provide reference for PPP mode and development strategy of other industrial new town projects.
