中文摘要:摘要 独立学院是我国经济发展到一定程度和高等教育走向大众化相结合的产物。它的出现与高等教育的发展需求一致,在一定程度上推动了中国高等教育的大众化发展,然而在发展的过程中存在一些限制,比如社会资源分配和独立学院自身的特有模式;在发展的过程中存在很多不足,比如在办学方面没有创新性、培养目标比较模糊。现阶段,在国家经济转型和深化教育改革的前提下,独立学院存在众多问题,怎样处理生存与发展的问题,是独立学院急需解决的重要问题,2020年5月份,《关于加快推进独立学院转设工作的实施方案》由教育部门印发,主要分析了三条不同的转设路径,即“转民办、转公办、终止办学”。近期部分省属教育管理部门也将独立学院转设列为高等学校十四五期间重点工作。H独立学院作为河北省少数几所满足独立学院设置要求的独立学院,其办学规模、办学特色、社会服务效果都得到长足的发展,但在发展过程中也暴露出很多问题。在独立学院平稳转设的大背景下,H独立学院面临着如何生存与发展的战略问题。本文对H独立学院的发展战略问题进行专题研究,具有深刻的现实意义。 本文主要研究思路是“分析环境-找出问题-制定战略-战略实施-战略保障”。第一,对本论文的历史背景和研究意义进行简单介绍,并分析了本文所使用的研究方法。第二,分析和描述了各种理论方式,比如 PEST分析、战略管理理论、SWOT分析、高校的战略理论、独立学院等等,再次,对H独立学院发展历程与现状、内外部所面临的环境进行研究,进一步寻找学院战略在发展过程中存在的不足。紧接着借助SWOT分析法分析和研究H独立学院,构建SWOT矩阵。最后,确定H独立学院发展的主要目标和途径,在选择学校发展战略的途径时,从不同的发展战略出发,比如差异化发展战略、品牌化发展战略、特色化发展战略,来有的放矢的解决学院发展中的战略问题,从政策、投入、制度、文化四个方面为H独立学院的战略发展提供保障。本文研究成果在为推动H独立学院的战略发展提供指导的同时,力图为其他同类院校的战略发展提供有益借鉴。 关键词:高校;独立学院;战略管理;战略规划;战略实施  
英文摘要:Abstract Independent colleges are the product of the combination of China's economic development to a certain extent and the popularization of higher education. Its emergence conforms to the needs of the rapid development of higher education and makes an important contribution to the popularization of higher education in China. However, due to the limitations of social resource allocation and the unique model of independent colleges, it also exposes the characteristics of running schools Unclear training objectives and other problems. Now, under the background of national economic transformation and deepening education reform, independent colleges are facing the problem of how to survive and develop. In May 2020, the Ministry of Education issued the implementation plan on accelerating the transformation of independent colleges, and put forward three transformation paths of "transforming private colleges, transforming public colleges and ending school running". Recently, some provincial education management departments have also listed the transfer of independent colleges as the key work of colleges and universities during the 14th Five Year Plan period. As one of the few independent colleges in Hebei Province that meet the requirements for the establishment of independent colleges, H independent college meets the needs of the rapid development of higher education, and has made great progress in school running scale, school running characteristics and social service effect. However, due to the limitations of social resource allocation and its own unique model, many problems have also been exposed in the process of development. Under the background of the smooth transition of independent college, H independent college is facing the strategic problem of how to survive and develop. This thesis studies the development strategy of H independent college, which has profound practical significance. This thesis takes "analyzing the environment - finding out problems - formulating strategy - strategic implementation - strategic guarantee" as the research idea. Firstly, it introduces the research background and significance, research objects and methods, research framework and content of this thesis. Secondly, it summarizes the independent college, strategic management theory, strategic management of colleges and universities, PEST analysis and SWOT analysis; Thirdly, it analyzes the development process, current situation and internal and external environment of H independent college, and finds out the problems of the college's strategic development. Then, the SWOT analysis method is used to make a strategic analysis of H independent college and establish a SWOT matrix. Finally, formulate the development strategic objectives and paths of H independent college. In the path selection of the college's development strategy, start with the differentiated development strategy, characteristic development strategy and brand development strategy to solve the strategic problems in the college's development. This thesis provides guidance for promoting the strategic development of H independent college and provides reference for the development of other similar colleges.
