中文摘要:在碳达峰和碳中和背景下,全球电力需求增长仍是主旋律。虽然中国电力需求增速逐步放缓,但需求总量仍将持续增长,电力需求增长对电力供应链带来了更多挑战,发电量超过电力需求量,会造成电力能源的浪费,电力不足又会影响人民生产和生活,电力供应的平衡是一个当前主要课题。随着国家大力推进电力改革,发电企业之间的竞争也变得更加激烈,而供应链作为发电企业重要一环,电力供应链上的每一个节点的信息缺失都可能导致整个供应链的瞬间瓦解,供应链会直接影响电力供应的稳定和安全,其效率和成本也会直接影响发电企业的竞争能力。 DT集团公司作为五大发电集团之一,其供应链同样面临着诸多挑战,DT集团公司物资部的采购与物资管理也出现了一些亟需解决的问题,如何分析识别出这些问题的根源,找出解决方案解决这些问题是DT集团公司当前面临的主要问题。本文通过对DT集团采购与物资管理业务现状进行分析,并对其信息化建设情况进行分析诊断,结合头部同类企业对标分析,研究相关电力行业供应链、集团采购、数字化采购等相关理论文献,识别分析出DT集团公司面临的数据孤岛,流程割裂,决策手段缺乏等问题的根本原因是缺乏供应链数字化平台,无法实现数据统一和共享,无法实现企业内外部全业务流程端到端协同,更无法通过数据资产沉淀分析为决策层提供决策依据。 作者按照“集团化管控、专业化运营”原则,通过对DT集团公司采购与物资管理流程进行梳理,并获取需求计划、采购计划、采购寻源、合同履约、发票、付款、到货验收、库存、质量等的全部业务过程数据,借助采购与物资管理相关算法设计,对数据进行分析挖掘,实现用数据说话、用数据管理、用数据决策、用数据创新,提高各项决策的科学合理性。并通过建设采购与物资管理数字化平台,将该方案进行事后落地,承载DT集团公司采购与物资优化方案,通过挖掘供应链管理价值,实现采购与物资管理的集团化管控,降低采购成本和库存成本,实现DT集团公司采购与物资管理水平在央企处于领先地位。 
英文摘要:In the context of carbon peak and carbon neutral, global power demand growth is still the main theme. Though gradual slowdown, China's electricity demand growth, aggregate demand will continue to increase, the power demand for electricity supply chain has brought more challenges, generating more than electricity demand, will cause the waste of electric energy, lack of power and can affect people's production and life, the balance of power supply is a main current topic. As countries vigorously promote the reform of electric power, competition among power enterprises is becoming more fierce, and the supply chain as an important component of power generation company, the power of each node in the supply chain of missing information may result in the supply chain of the instantaneous collapse, the supply chain will directly affect the stability and security of power supply, its efficiency and cost will directly affect the power generation enterprise competition ability. DT group co., LTD, as one of the five major power generation group, its supply chain also faces many challenges, DT group co., LTD. Supplies procurement and material management, there is some need to solve the problem, how to analysis and identify the root of these problems and find solutions to solve these problems is a major problem facing DT group co., LTD. Based on analyzing the present situation and problems of DT group purchasing and material management business, and analyze its informatization construction status diagnosis, combined with the analysis on the head the similar enterprises, the research related to electric power industry supply chain, digital group purchasing, procurement and other relevant theoretical literature, identifying analysis DT group company faces data islands, process. The fundamental reason for the lack of decision-making means is the lack of digital supply chain platform, which can't realize data unification and sharing, end-to-end coordination of internal and external business processes, and can't provide decision-making basis for decision makers through data asset precipitation analysis.
