中文摘要：	我国银行业经过几十年的发展，信息科技在银行业扮演着越来越重要的角色，而信息科技是否能稳定的引领和支持银行发展，又取决于银行的信息安全管理水平。一方面，国家提出了网络安全关乎国家安全的战略观点，银行业的安全、稳定状况直接关乎国家乃至全球政治、经济的安全，人民银行等监管机构也对银行业提出了各项信息安全管理要求，其符合度直接影响着银行准许开展的业务内容与范围。另一方面，国际网络安全局势日趋复杂，全球银行业因信息安全事件而造成的损失与日俱增。如何提升自身信息安全管理水平，有效控制各类信息安全风险，就成为了当下银行业最重要的课题之一。 H银行作为银行业的一员，也面临着同样的问题，本文通过现场调研、文献研究等方法对H银行面临的信息安全管理问题与对策进行研究。本文先就信息安全理论、信息安全管理理论与国内外标准进行了阐述说明。随后介绍了H银行的现状情况，在此基础上对H银行信息安全管理问题的由来进行了阐述说明，参考ISO27001信息安全管理体系的架构，结合监管评级检查结果与笔者调研结果分析得出H银行面临的主要信息安全管理问题。本文对H银行面临的主要信息安全管理问题进行了详细剖析，包括制度与人员问题、资产管理与访问控制问题、供应商关系管理问题和信息安全事件管理问题，在此基础上进行了根本原因分析并提出了整改的目标与依据的原则，并分别针对以上问题提出了完善管理制度、强化人员管理、构建安全资产管理模式、加强供应商管理、提升信息安全事件管理能力等具体的整改措施。本文还提出了在组织层面、资源层面、意识宣传层面的保障措施，为H银行整改信息安全管理问题、提升整体水平提供底层支持。 本文的意义在于，对H银行面临的信息安全管理问题进行了详细分析与论证，梳理重点工作，并给出具有针对性与可操作性的解决对策与保障措施，帮助H银行解决自身面临的实际问题，提升整体管理水平，促进业务稳定发展。此外，本文提及的信息安全管理问题、整改对策与保障措施，对其他机构也具有一定的参考价值，从而为我国整体信息安全管理水平的提升起到积极作用。
英文摘要：	After years of development, information technology is playing an increasingly important role in the banking industry. Whether information technology can lead and support the development of banks steadily depends on the bank’s information security management level. Regulatory authorities such as the People’s Bank of China have put forward various information security management requirements for the banking industry. The international network security situation is also becoming more and more complex. How to improve information security management level and effectively control various information security risks has become one of the most important issues in the banking industry. As a member of the banking industry, Bank H is also facing the same problems. This thesis uses many methods to study the information security management problems and countermeasures that Bank H faces. This thesis first explains the information security theory, information security management theory and standards. Then introduced the various situations of Bank H and the origin of the information security management issues. Analyze the main information security management issues faced by Bank H with reference to the ISO27001 framework. On this basis, the improvement goals and principles of basis are put forward. Then the author put forward various improvement measures and safeguard measures. Provide support for Bank H to improve information security management issues and improve management capabilities The significance of this thesis is to help Bank H analyze and sort out the key issues of information security management. Improve the management level of H Bank. At the same time, it also has a certain reference value for other institutions, which will play a positive role in the improvement of the overall information security management level of our country.
