中文摘要:在国有企业市场化改革的背景下,SGEC公司在组织结构、人力资源、资本运作等多方面试点试验,企业战略逐渐清晰,业务发展推陈出新。伴随着业务的发展,公司组织结构跟随业务方向调整而不断迭代优化。在此过程中,国有企业机制与市场化拓展之间的矛盾在不断冲撞、妥协、优化的循环中向前发展演化。 本论文在现有理论研究及国内外实践经验基础上,对SGEC公司业务发展战略与组织结构进行研究,分析企业发展战略及业务方向与组织结构的彼此影响。分析SGEC公司事业部制的体系,从静态角度总结事业部制在SGEC公司良好运行的保障机制;分析SGEC公司事业部制的运行情况,从动态角度总结其实际运行机理及存在的问题。在立体研究SGEC公司事业部制体系及运行情况的基础上,给出当前SGEC公司事业部制的优化建议,为提高SGEC公司市场敏感性,激发企业家精神,培养国有企业经营性人才等策略上提供解决思路,切实提高企业活力和管理效率。 本论文通过研究,试图寻找一种非混合所有制改革模式的国有企业市场化改革道路。事实证明,事业部制在良好的权责分配体系、管控体系、评价及激励体系的赋能下,能在国有企业体制机制下得到良好应用,可以有效解决传统国有企业存在的缺乏企业活力,盈利能力不足等问题,真正激发国有企业员工干事创业的激情,激活企业组织活力,提升企业管理效率。 
英文摘要:In the context of the market-oriented reform of state-owned enterprises, SGEC has conducted pilot tests in various aspects such as organizational structure, human resources, and capital operations. The corporate strategy has gradually become clear, and the business development has been innovative. Along with the development of the business, the company's organization is constantly iterative and optimized following the adjustment of the business direction. In this process, the contradiction between the state-owned enterprise mechanism and market expansion is developing and evolving in a cycle of constant collision, compromise, and optimization. Based on the existing theoretical research and domestic and foreign practical experience, this thesis conducts research on SGEC’s business development strategy and organizational structure, analyzes the mutual influence of corporate development strategy and business direction and organizational structure. Analyze the system of SGEC's business division system, summarize the guarantee mechanism of the business division system in SGEC from a static perspective; analyze the operation of SGEC's business division system, and summarize its actual operating mechanism and existing problems from a dynamic perspective. Based on the comprehensive study of SGEC's business division system and operation conditions, it gives suggestions on the optimization of the current SGEC business division system, in order to improve SGEC's market sensitivity, stimulate entrepreneurship, and train state-owned enterprise operating talents. Provide solutions to effectively improve corporate vitality and management efficiency. Through research, this thesis tries to find a way to reform state-owned enterprises in a non-mixed ownership reform model. Facts have proved that the business division system can be well applied under the state-owned enterprise system and mechanism under the empowerment of a good power and responsibility distribution system, management and control system, evaluation and incentive system, and can effectively solve the lack of corporate vitality and profitability of traditional state-owned enterprises. Insufficient capabilities and other issues have truly stimulated the passion of state-owned enterprise employees for entrepreneurship, activated the vitality of corporate organizations, and improved corporate management efficiency.
