| 中文摘要: | 伴随着中国城镇化进程快速发展,房屋建筑业走过了较长时间的黄金发展期,得益于中国的人口红利,行业人才市场处于资方市场,管理粗放。民营建筑企业进入建筑市场较晚,早期主要依附于国企从事分包作业,部分民营企业抓住了市场的机遇,纵向一体化发展,企业规模快速扩大,成为国家工程建设的重要力量。民营建筑企业与国有建筑企业在发展阶段和资源禀赋的差距,使得不同体制的企业间在目标市场、竞争战略和人才素质结构上都截然不同。 ZT集团是民营建筑企业,以低成本战略在中端建筑市场参与竞争,现已发展为千亿规模的大型企业。在过去的快速发展过程中,在项目部层面,人员管理粗放,没有系统的人力资源管理体系,仍然处于经验管理阶段。项目专业技术人员队伍素质结构低、流动性大、数量和质量跟不上企业发展的要求,已成为制约企业发展的关键因素。构建项目专业技术人员任职资格体系,并以此为基础推进人力资源体系化建设已成为ZT集团当前紧要的人力资源战略。 本文从ZT集团的经营战略和项目管理体制出发,分析ZT集团项目专业技术人员和任职资格管理现状,提出建设任职资格标准的必要性和可行性。基于项目管理体制,优化组织架构,设计职业发展通道,采用工作分析方法梳理行为标准和能力素质模型,据此建立各关键岗位的任职资格标准。基于任职资格体系,组织开展任职资格认证,探索任职资格体系在项目专业技术人员的人力资源规划、招募和选拔、培训与开发项目、绩效评价和薪酬管理等方面的应用,并制定保障措施,以期望改善项目专业技术人员队伍的痛点。 本文期望能够利用ZT集团所处行业和企业性质的特殊性,不断丰富和完善任职资格管理理论研究案例,进一步丰富建筑企业项目部人力资源管理理论,为今后相关领域的研究起到抛砖引玉的作用,可以为其余相同类型的企业在学习建立任职资格管理体系方面做参考借鉴。 | |
| 英文摘要: | With the rapid development of China's urbanization process, the housing construction industry has gone through a long period of golden development, benefiting from China's demographic dividend,the industry's talent market is in the capital market, managed roughly. Private construction companies entered the construction market relatively late. In the early days, they mainly relied on nationalized-owned enterprises to engage in subcontracting tasks. Some private enterprises seized market opportunities, developed vertically and rapidly expanded their scale, and became an important force in national engineering construction. The gap between the development stage and resource endowment of private construction enterprises and nationalized-owned construction enterprises makes the target market, competitive strategy and talent quality structure of enterprises of different systems completely different. ZT Group is a private construction company that competes in the mid-end construction market with a low-cost strategy and has now developed into a large-scale enterprise with a scale of 100 billion. In the past rapid development process, at the project department level, personnel management was rough, there was no systematic human resource management system, and it was still in the experience management stage. The low quality structure, high mobility, quantity and quality of the project Professional Technicians of the Project team cannot keep up with the requirements of enterprise development, which has become a key factor restricting the development of the enterprise. Establishing a qualification system for Professional Technicians of the Project, and promoting the construction of human resources system based on this, has become an important human resource strategy of ZT Group. Starting from the ZT Group’s business strategy and project management system, this paper analyzes the status quo of ZT Group’s Professional Technicians of the Project and qualification management, and proposes the necessity and feasibility of establishing qualification standards. Based on the project management system, optimize the organizational structure, design career development channels, use work analysis methods to sort out behavior standards and competency models, and establish qualification standards for each key job accordingly. Based on the qualification system, organize and carry out qualification certification, explore the application of the qualification system in human resource planning, recruitment and selection, training and development projects, performance evaluation and salary management of Professional Technicians of the Project, and formulate safeguards to ensure Expect to improve the pain points of the Professional Technicians of the Project. This article hopes to take advantage of the particularity of the industry and the nature of the company in which ZT Group is located, continuously enrich and improve the theoretical research cases of qualification management, further enrich the human resource management theory of the construction enterprise project department, and play a role in inducing future research in related fields.
