中文摘要:随着国家倡导消费升级,人们对消费水平和消费质量的要求也越来越高,消费结构正在不断合理优化,基于大的背景下,消费金融成了人们达成消费目标的重要手段,也成为人们日常生活的一部分。从现在我国发展消费金融的现状来看,一定时期内发生了部分风险。国内消费金融参与主体根据市场需求,均做了战略转型准备,在消费升级导向的大背景下,金融机构纷纷将业务发展的重心逐步向零售类业务尤其是线上业务转型,此部分业务市场需求大、规模效用大、盈利性高,因此,消费金融业务已经成为金融机构纷纷竞争的新领域。传统风险管理技术与高速发展的消费金融业务规模增长之间的矛盾日益突出,更高效、更准确的对客户的信用风险进行控制对于参与进来的金融机构健康发展显得尤为迫切。因此,如何在消费信贷发展过程中更好地控制风险,平衡收益与风险,实现全行业健康稳定稳健发展,成为消费金融行业的重要课题。 YL银行作为全国四家互联网银行之一,其股东是美团网,具有先天的资源优势开展线上业务,银行成立之初就定位为重点发力线上业务,以金融为基础,以科技为目的,依托大数据、人工智能、云计算等技术创新手段,构建以用户为中心的服务链。通过特定场景、特定客户群,提供普惠、综合金融服务和安全、便捷、极致金融体验。截至目前,消费金融业务也是公司主要的盈利点,整体占比达到80%左右。经过三年的业务开展及经验积累,YL银行实现了业务的规模化,同时风险控制过程中也积累了一些消费金融业务的风险控制经验,但也在大数据应用进行风险识别的大背景下,发现一些存在的问题,反映出消费金融业务在迅速发展的市场环境下的一些风险能力建设的不足。本文以YL银行为研究案例,对研究课题具有针对性和代表性,同时对同业发展消费金融业务具有一定的借鉴意义。本文以消费金融业务信用风险控制策略为研究主题,以YL银行为研究案例,重点研究消费金融业务在客户信用风险管控策略方面的问题、成因和建议措施。本文所提到的消费金融业务是指小额、分散的现金分期业务,服务的客户群体是传统银行无法覆盖的中低收入长尾人群。客户通过线上提供个人信息、申请借款,无抵押,纯信用,笔均借款3000元左右,满足客户日常高频的消费需求。YL银行经过三年的经验积累和市场摸索,建立了全面的风险管理体系,在识别客户信用风险方面建立了评估模型,并给以全生命周期风险监测和预警。但在客户信用风险识别中,出现基础数据使用有限、缺乏客户多维分析、金融工具使用不当等问题;在信用风险模型应用中,存在模型迭代速度慢、贷中审查信息不足、风险定价差异化不够等问题;在客户风险持续监测方面,存在贷后管理措施落后、贷后结果应用不足、贷后预警机制不完善等问题;在风险控制体系建设层面,存在线下风险控制手段缺失、自有体系数据应用不足等问题,导致消费金融业务风险暴露,出现不良和损失。基于以上YL银行面临的问题,提出针对性改进措施和方案。通过优化个人信用评分模型、丰富模型决策链条和维度、加强贷后风险监控、构建全面风险控制系统,对现有的风险控制方案进行完善。又提出在具体措施实施前,基于大数据风控的应用要求,需建立技术保障,通过建设夯实机器学习技术、强化大数据分析应用基础、提升反欺诈技术的应用,从而提高消费贷款的审批决策效率和质量,确保大数据风险管控持续有效运行,为YL银行大规模消费金融业务的健康发展提供了有力支撑,对同行业尤其是消费金融领域控制客户信用风险具有一定的借鉴意义。

From the current situation of China's development of consumer finance, some risks have occurred in a certain period of time. According to the market demand, domestic consumer finance participants have made preparations for strategic transformation. Under the background of consumption upgrading orientation, they have gradually transformed the focus of business development to retail business, especially online business. This part of business has a large market demand, large-scale utility and high profitability. Therefore, Consumer finance business has become a new field of competition among financial institutions. The contradiction between traditional risk management technology and the rapid growth of consumer finance business scale is becoming increasingly prominent. More efficient and accurate control of customer credit risk is particularly urgent for the healthy development of participating financial institutions. Therefore, how to better control risks, balance benefits and risks, and realize the healthy, stable and steady development of the whole industry has become an important topic in the consumer finance industry. As one of the four Internet banks in China, YL bank, whose shareholder is meituan.com, has inherent resource advantages to carry out online business. At the beginning of its establishment, YL bank was positioned to focus on online business, build a user-centered service chain based on finance, science and technology and relying on technological innovation means such as big data, artificial intelligence and cloud computing. Taking the credit risk control of consumer finance business as the research theme and YL bank as the research case, this paper focuses on the problems, causes and suggestions of consumer finance business in customer credit risk control strategy. The consumer finance business mentioned in this paper refers to small and decentralized cash installment business. The customer group served is the low-income and long tail group that can not be covered by traditional banks. Customers provide personal information and apply for loans online, unsecured, pure credit, with an average loan of about 3000 yuan to meet customers' daily high-frequency consumption needs. After three years of experience accumulation and market exploration, YL bank has established a comprehensive risk management system, established an evaluation model in identifying customer credit risk, and provided full life cycle risk monitoring and early warning. However, in customer risk identification, there are some problems, such as limited use of basic data, lack of customer multidimensional analysis, improper use of financial instruments and so on; In the application of credit risk model, there are some problems, such as slow iteration speed of model, insufficient review information in loan, insufficient differentiation of risk pricing and so on; In terms of customer risk continuous monitoring, there are some problems, such as backward post loan management measures, insufficient application of post loan results, imperfect post loan early warning mechanism and so on; At the level of risk control system construction, there are problems such as lack of online and offline risk control means and insufficient application of self owned system data. Based on the above problems faced by YL bank, targeted improvement measures and schemes are put forward. The existing risk control scheme is improved by optimizing the personal credit scoring model, enriching the model decision-making chain and dimensions, strengthening post loan risk monitoring and building a comprehensive risk control system. It is also proposed that before the implementation of specific measures, based on the application requirements of big data risk control, it is necessary to establish technical support, consolidate machine learning technology, strengthen the application foundation of big data analysis and improve the application of anti fraud technology, so as to improve the efficiency and quality of approval and decision-making of consumer loans and ensure the continuous and effective operation of big data risk control, It provides a strong support for the healthy development of YL bank's large-scale consumer finance business, and has a certain reference significance for the same industry, especially in the field of consumer finance, to control customer credit risk.
