中文摘要:冶金建设项目因其投资巨大、技术要求较高、资源耗费量大,历来是国家投资的重点。在冶金建设项目质量形成的影响因素中,工程设计质量的好坏直接影响到冶金建设项目整体质量的优劣和工程建设投资效果。因此,做好冶金建设项目质量控制工作,尤其是工程设计阶段的质量控制是保证项目顺利建成投产,实现项目投资效果的关键。 本文研究的主要内容有:从冶金建设项目质量入手,分析研究工程设计阶段对冶金建设项目质量形成的重要性,并由当前工程设计阶段存在的质量问题中分析得出原因和解决问题的途径;并运用项目管理理论,以莱钢股份有限公司烧结厂的烧结机建设项目的设计过程为研究对象,通过建立设计质量控制体系对冶金建设项目工程设计流程进行重新设计,为工程设计阶段提供可靠的质量保证措施和有效的控制办法。本文结合莱钢烧结机建设项目设计质量控制的实际,研究和讨论了在冶金建设项目设计中加强设计质量控制的重要性和必要性;从当前工程设计质量管理的现状和存在的问题入手,分析得出产生问题的原因和解决问题的途径,强调了在冶金建设项目设计过程中进行项目管理以提高设计质量的可行性与必要性。 本文研究的目的:冶金建设工程项目的设计是基本建设程序中的重要环节,我国项目管理必须改变只注重施工阶段管理的做法,在整个项目生命周期中将项目管理工作往前推,其中设计阶段对整个项目的质量、投资、进度影响很大,这一阶段开展有效的项目管理工作就显得非常重要和关键。 本文研究的意义:冶金建设项目设计过程是其策划、设计、建设和运营全过程中非常重要的一个环节。设计文件的严密性、合理性决定了工程建设的成败,项目设计阶段是实现策划、建设和运营的衔接的关键性环节。提高冶金建设项目设计质量控制水平,对于控制整个项目的质量、进度和投资都有非常大的意义。 本文的研究方法:通过分析和研究建设工程项目设计过程存在的问题,运用项目管理的理论和方法和ISO9000簇系列标准对冶金建设项目设计质量控制体系进行分析和研究,寻找出解决设计质量问题的途径和提高设计质量控制水平的方法,结合山东省冶金设计院有限责任公司为莱钢设计的建设项目的设计质量控制进行分析,使项目的设计质量和质量控制水平得到提升。 本文的结构:本文共分六章。第一章为绪论,简述了论文研究的背景和意义,制定了论文的研究方法和技术路线,并介绍了论文的主要内容与结构。第二章为相关文献回顾,包括项目管理和项目质量管理文献及国内外项目设计质量控制方法文献回顾。第三章为冶金建设项目设计质量特性与影响因素分析。第四章主要论述了冶金建设项目设计质量控制体系的特点和组成。第五章是莱钢烧结机建设项目设计质量控制体系的应用。第六章是论文的结论部分。包括论文的主要结论和创新点,论文的不足之处以及后续的研究。 本文的主要结论:结合莱钢烧结机建设项目设计的质量控制实际,研究和讨论了在冶金建设项目设计中加强设计质量控制的重要性和必要性;从当前工程设计质量管理的现状和存在的问题入手,分析得出产生问题的原因和解决问题的途径,强调了在冶金建设项目设计过程中进行项目管理以提高设计质量的可行性与必要性。 本文的主要创新点:运用项目管理、项目质量管理等理论,通过对国内外文献的研究和梳理,以冶金建设项目设计质量控制体系为研究对象,对冶金建设项目设计的每一个过程质量进行详细的分析和研究,着重讨论了在冶金建设项目的工程设计过程中按照设计质量控制体系来优化冶金建设项目设计过程,提高了工程设计的质量控制水平,促进了工程设计的健康发展。 今后研究方向:目前,很多的设计单位按照ISO9000簇系列标准都已经建立起了质量管理和控制体系,但是由于社会经济发展迅速,工程建设项目的设计市场越来越大,随着项目的增多,设计人员不足的矛盾十分突出,项目的设计质量出现了很多不如意的地方。项目质量控制模式的多样性也使得工程项目的设计市场存在着不规范行为。如何规范设计市场的运作,如何开展多个项目设计质量控制等问题都可作为后续研究的课题,并加以研究,形成成果,将为进一步提高项目设计质量控制水平提供参考。  
英文摘要:The metallurgical building projects have always been the emphases of the national investing due to its huge investment,the higher technology demanded,and the extremely larger resource costing.The quality of engineering design would directly affect the final quality and the project investing purpose of the metallurgical engineering projects.Therefor,it would be the key to achieve the project investing purpose by control the quality of the metallurgical engineering projects,especially the quality of the design phase. The main research contents of this thesis:The own characteristics of the metallurgical engineering projects determine that they have their own particularity in the content and the method of the quality management.Concentrated on the particularity of the engineering design of the metallurgical engineering projects,this thesis mainly analysis how the engineering design phase affects the quality of the metallurgical engineering projects,finds out the reasons and the solving ways of the problems exiting in the engineering design phase.Through the studying of sintering machine Engineering building project of the Sintering Factory in Laigang Steel Stock Corporation ltd,this thesis redesigns the process of engineering design,advances the quality guarantee measures and the control methods according to the request of ISO9000.According to the quality-control practice about the building projects sintering machine of Laigang Steel corporation,the thesis studies and discusses that it is very important and necessary to enhance the quality control of the design in the design of the metallurgical building projects.Proceeding with the current quality management status and the existent problems in the engineering design,the thesis analyses and educes the cause and the approach of the problem.The thesis stressed the feasibility and the necessity of the project management in the design process of the metallurgical building project in order to improve the design quality. The research purpose of this thesis:The design of Metallurgical building project is an important part of the basic building procedure.The project management in our country must change focus only on the management of the building phase.In the entire project life cycle,the work of project management will be pushed forward.The design phase has great influence on quality of the project,the investment and the progress.The effective project management in this phase is very important and critical. The research significance of this thesis:The design produre of the metallurgical building project is very important during the whole process of the planning,the design,the building and the operation.Improving the management of the building projects in the design phase are very large significant for controllng the project quality, the progress and the investment. The research methods of this thesis:Through the analysis and the research of problems in the design process of the building projects,the theories and the methods of project management theory and methods and ISO9000 series standards,we analyse and research on the design quality control system of the metallurgical building project to find a solution to solving the design quality problems and the methods of improving the design quality control.Combined with the design quality control of the Laigang’s building projects by Shandong Province Metallurgical Design Institute Co.,Ltd., we analyse for improving the project design quality and the level of the quality control. The structure of this thesis:This thesis is divided into six chapters.The first chapter includes the preface.It researched the research background and the significance of the thesis developed the methods and techniques routes,and introduced the main content and structure of the thesis.The second chapter includes the review for the relevant literature, including the project management and the projects quality management and the intestine and overseas project design quality control.The third chapter includes the quality characteristics of the design of metallurgical building projects and the analysis of the impact factors.The fourth chapter focuses on the features and components of the design quality control system of the metallurgical building project. The fifth chapter includes the applications for the design quality control system of the Laigang’s sintering machine building project. The sixth chapter includes the conclusion of the thesis,Including the main conclusions and the innovations of the thesis,the shortcomings and the future studies of the thesis. The main conclusions of this thesis:Combined with the design quality control practice of building project of the Laigang sintering machine,it studied and discussed the importance and necessity of enhancing the quality control of the design of the metallurgical building projects.Through the current management status and the existent problems of the engineering design quality management,it analysed the cause and the solution to the problem and stressed the feasibility and necessity of improving the design quality of the metallurgical building project management process. The main innovation of this thesis:Through the theories of project management and project quality management and the research and the pectination of the intestine and overseas literature,the thesis analysed and studied the quality of each process of the metallurgical building design project as the research body of the design quality control system of the metallurgical building projects.In accordance with the design quality control system,it focused on the optimizing the metallurgical building project design process in the design process of the metallurgical building engineering, and improved the quality control level of engineering design, and promoted the healthy development of engineering design. The direction of the future research:At present,many design institutes have been set up the quality management and control system in accordance with the ISO9000 series of standards.Due to the rapid socioeconomic development,the engineering design markets of building projects grow powerfully.With the number of projects growing,the prominent contradictions of the design personnel were coming.The quality of the project design was disappointed.The diversity of the mode of the project design quality control also allows there is a market irregularities.The problems of how to regulate the functioning of the market and how to carry out a number of the issues of the project design quality control could be taken as the future research and be studied.The forming results of the project design will further enhance the level of quality control for reference.
