中文摘要：	高校智库作为我国智库体系中的重要组成部分，拥有着跨学科的理论背景，得天独厚的人才资源，其成果对公共决策起着越来越大的影响；天津地区高校智库建设较晚，高校之间智库发展水平悬殊，整体质量与发达地区也有着一定的差距。因此，本文旨在对天津地区高校智库的发展现状有所调研的基础上。运用构建评价指标的方式，因地制宜的进行天津市部分高校智库服务能力的评价，了解天津市高校智库发展的短板和困境，促进天津市高校智库的发展。 本文以天津市高校智库服务能力为研究对象。首先通过对国内外有关智库能力、高校智库、智库影响力评价及相关实践与理论的研究，结合实地调研和问卷调查，分析主要的评价要素，构建了天津市高校智库服务能力评价指标体系。然后运用层次分析法（AHP），建立三级递阶层次模型，向专家发放问卷并要求专家采用两两比对的方法进行打分获得指标权重数据，建立了完整的评价模型。最后选取南开大学政治经济中心、南开大学APEC研究中心和天津大学教育科学研究中心等高校智库作为研究案例，评价打分并量化分析不同学科、不同发展阶段下高校智库影响力的不同，通过将权重进行排序和打分的过程，分析天津地区高校智库建设的困境与路径思考，并将评价结果反馈给天津市相关智库建设人员，为下一步天津市高校智库的建设、管理提供参考。
英文摘要：	As an important part of China's think tank system, University think tanks have interdisciplinary theoretical background and unique talent resources. Their achievements have a greater and greater impact on public decision-making; The construction of think tanks in Colleges and universities in Tianjin is relatively late, there is a wide gap in the development level of think tanks among colleges and universities, and there is a certain gap in the overall quality between Tianjin and developed regions. Therefore, this paper aims to investigate the development status of University think tanks in Tianjin. Using the method of constructing evaluation indicators, evaluate the service capacity of some university think tanks in Tianjin according to local conditions, understand the shortcomings and difficulties of the development of University think tanks in Tianjin, and promote the development of University think tanks in Tianjin. This paper takes the service capacity of University think tanks in Tianjin as the research object. Firstly, through the research on the ability of think tanks, University think tanks, the evaluation of the influence of think tanks and related practice and theory at home and abroad, combined with field research and questionnaire survey, this paper analyzes the main evaluation elements, and constructs the evaluation index system of the service ability of University think tanks in Tianjin. Then, using analytic hierarchy process (AHP), a three-level hierarchical model is established, a questionnaire is sent to experts, and experts are required to score by pairwise comparison to obtain index weight data, and a complete evaluation model is established. Finally, University think tanks such as the political and economic center of Nankai University, the APEC research center of Nankai University and the educational science research center of Tianjin University are selected as research cases to evaluate, score and quantitatively analyze the different influence of University think tanks under different disciplines and different development stages. Through the process of ranking and scoring the weights, Analyze the difficulties and path thinking of the construction of University think tanks in Tianjin, and feed back the evaluation results to the relevant think tank builders in Tianjin, so as to provide reference for the construction and management of University think tanks in Tianjin in the next step.
