| 中文摘要: | 中国市场经济的高速发展使得人均收入增加,生活质量得以提升,建筑业逐渐成为我国经济的重要组成部分。绩效管理作为建筑公司经营管理活动的主要部分,能够促进公司长期战略目标的实现,但传统单一的绩效管理办法已无法满足建筑企业所追求的更全面、具体、客观的绩效表现评估,不利于实现企业长远发展战略目标。平衡计分卡从四个维度综合考量战略目标,化战略为行动,更好地识别机遇和挑战。发挥公司的竞争优势,弥补传统绩效管理中只顾短期目标的不足,有针对性地进行改善和提升管理水平。将建筑企业的战略目标与绩效评价指标相互关联,使企业的发展兼顾短期目标与长期目标,实现公司价值最大化。 本文首先对研究意义和方法进行叙述,而后对绩效管理、平衡计分卡进行相关理论概述与文献综述。其次分析了BA建筑公司现行绩效评价办法,提出现行办法存在的问题及原因分析。然后基于平衡计分卡对BA建筑公司战略目标综合考量并进行战略地图的绘制,随后从四个维度中选取了对应考核指标,应用层次分析法进行权重计算,选取重点部门进行部门层面绩效评价指标制定,将绩效管理制度初步搭建完成。最后从公司的组织、企业文化和制度三个角度全盘考虑提出绩效管理实施保障方案,确保平衡计分卡的顺利实施。 BA建筑公司是业界具有较高知名度的建筑企业,对其进行绩效管理制度的研究和分析,为同行业的其他企业提供了一定的参照价值;对其进行基于平衡计分卡的绩效管理优化设计为行业同仁提供了基本思路,具有参考性和实践意义。 | |
| 英文摘要: | With the rapid development of China's market economy, the per capita income has increased and the quality of life has been improved. The construction industry has gradually become an important part of China's economy. As the main part of the operation and management activities of construction companies, performance management can promote the realization of the company's long-term strategic objectives, but the traditional single performance management method can not meet the more comprehensive, specific and objective performance evaluation pursued by construction enterprises, which is not conducive to the realization of the enterprise's long-term development strategic objectives. The Balanced Scorecard comprehensively considers strategic objectives from four dimensions, turns strategy into action, and better identifies opportunities and challenges. Give play to the company's competitive advantage, make up for the lack of focusing on short-term objectives in traditional performance management, and improve and improve the management level. The strategic objectives and performance evaluation indicators of construction enterprises are interrelated, so that the development of enterprises can take into account short-term objectives and long-term objectives, so as to maximize the value of the company. This paper first describes the research significance and methods, and then summarizes the relevant theories and literature of performance management and balanced scorecard. Secondly, it analyzes the current performance evaluation methods of BA construction company, and puts forward the problems and causes of the current methods. Then, based on the balanced scorecard, the strategic objectives of BA construction company are comprehensively considered and the strategic map is drawn. Then, the corresponding assessment indicators are selected from the four dimensions, the weight is calculated by analytic hierarchy process, the key departments are selected to formulate the performance evaluation indicators at the department level, and the performance management system is preliminarily established. Finally, from the perspective of the company's organization, corporate culture and system, this paper puts forward the implementation guarantee scheme of performance management to ensure the smooth implementation of the balanced scorecard. BA construction company is a well-known construction enterprise in the industry.
