中文摘要:城市道路及景观照明作为城市公共照明的主要组成部分,发挥着保障社会公众夜间出行及交通安全的重要作用,是一个城市现代化建设进程中的必要组成部分,对城市经济建设发展做出了应有的贡献。路灯运维项目作为与社会公众联系最为密切的民心工程,项目的管理水平将直接影响城市道路与景观照明的运行水平,良好的路灯运维管理能够保证城市公共照明正常、安全、可靠运行,有助于提升社会公众幸福感与满足感,有助于政府公信力的提升。 本文以T公司路灯运维项目作为研究对象,说明了其特殊性,即在项目初期无法精准确定涉及的工作发生量,无进度控制的概念,进而引出路灯运维项目管理中的核心要素:项目运维质量控制。在简要回顾国内外先进管理经验及相关管理理论的基础上,通过查阅大量资料、现场考察等方法,分析了该项目实施主体及项目基本现状,并确定了衡量运维项目运维质量的三个重要技术指标。将该项目按照全生命周期(采购—合同签订—项目实施及考核)进行分解,运用4M1E分析方法,分析其在各个阶段存在的质量管控问题,并对问题的成因加以剖析,通过定量分析得出影响运维质量三个重要技术指标的主要因素,为提出有针对性的质量管控优化策略奠定了基础。而后,从人员素质提升要求、物料质量要求及调度水平、调度效率方面有针对性地提出运维项目的质量管控优化策略,并从人力资源保障、规范与流程保障、监督与考核保障三方面提出了本质量管控优化策略的实施保障,为策略的有效实施提供了有效的保障手段,确保策略有效落实。 本文根据T公司路灯运维项目管理过程中遇到的实际问题,运用实地考察、定量分析、定性分析和比较研究等研究方法,提出了在运维项目管理过程中,项目运维主体须采取的优化策略,对于运维项目的运维质量控制起到了一定的帮助,对提升天津市路灯整体运维水平具有一定的参考价值。 
英文摘要:As the main component of urban public lighting, urban roads and landscape lighting play an important role in ensuring the public night travel and traffic safety. It is a necessary part of the process of urban modernization and has made due contributions to the development of urban economic construction. The daily operation and maintenance of street lights is a heart-winning project that has the closest connection with the public. The management level of the project will directly affect the operation level of urban roads and landscape lighting. Favorable daily operation and maintenance management of street lights can ensure the normal, safe and reliable operation of urban public lighting, which helps to enhance the public happiness, satisfaction of the society, and the promotion of government credibility. This thesis takes the daily operation and maintenance project of street lights by T company as the research object, and illustrates its particularity, that is, it is impossible to accurately determine the amount of work involved in the initial stage of the project, and there is no concept of schedule control. It introduces the core aspect of the daily operation and maintenance project management of street lights: quality control. On the basis of a brief review of domestic and foreign advanced management experience and related management theories, by consulting a large number of materials, on-site inspections and other methods, this thesis analyzed the implementation of the project and the basic status of the project, and determined three key technical indicators for measuring the quality of the project’s operation and maintenance. This thesis decomposed the project according to the whole life cycle (purchasing-contract signing-project implementation and assessment), used 4M1E analysis method to analyze the quality control problems that exist in each stage, and analyzed the causes of the problems. At the same time, this thesis quantitatively obtained the main factors affecting the three key technical indicators of operation and maintenance quality, which laid the foundation for proposing targeted quality control optimization strategies. Then, from the aspects of personnel quality improvement requirements, material quality, scheduling levels, and scheduling efficiency, the quality control optimization strategy of this project was put forward in a targeted manner. In the meanwhile, this thesis put forward the implementation guarantee of this quality control optimization strategy from three aspects of human resources, norms and process, supervision and assessment. The implementation guarantee provides an effective guarantee for the implementation of the strategy, which ensures the effective implementation of the strategy. Based on the actual problems encountered in the daily operation and maintenance project management of street lights by T company, this thesis uses research methods such as field investigation, quantitative analysis, qualitative analysis and comparative research, and puts forward what the main body of project operation and maintenance must take in the process of project management. The optimization and management plan has helped the cost and quality control of this project to a certain extent, and has a certain reference value for improving the overall operation and maintenance level of street lights in Tianjin.
