中文摘要:电力物资采购管理是电力企业必不可少的职能管理内容之一,高效的物资采购管理对电力工程建设的进度、成本以及质量管控非常重要。为了更好地满足工程需求,解决传统采购存在的诸多问题,电力企业2012年开始创新使用协议库存采购组织形式进行物资采购。协议库存采购是指在统一的技术和采购标准下,对一定时期内物资的需求进行预测,通过公开招标等方式确定供应商、采购单价和采购总金额,根据实际物资需求生成采购订单,并以供货单形式通知供应商按照供货单上规定的时间提供规定数量的货物,并据此与供应商结算货款。 本文通过对T公司配电网工程协议库存物资采购管理实践的分析研究,在综合国内外研究成果的基础上,对T公司配电网工程协议库存物资的采购计划管理和供应商管理进行研究并提出改善建议。首先,提炼T公司配电网工程协议库存物料分类评价指标体系,应用Kraljic分类法和聚类分析,对T公司配电网工程协议库存物资进行分类。其次,基于配电网工程协议库存物料分类结果,对不同类型物料的采购特点,提出了不同的需求预测方法、订货策略。然后,总结并完善了T公司供应商评价体系框架,并基于物料分类结果,针对不同类型物料的特征,提出了个性化的供应商关系管理策略。最后,构建多目标随机规划模型,对协议库存物资供货单分配阶段的供应商选择与订单分配问题进行优化,并展开实例分析。 本文基于T公司业务数据资料,针对对配电网工程协议库存物资采购管理,形成了从物料分类、需求预测、库存控制、供应商关系管理以及订单分配的较为全面的优化方案,研究成果可以推广至类似实施协议库存物资采购管理的企业进行参考与借鉴。 
英文摘要:Power material procurement management is one of the essential functional management content of power enterprises. Efficient material procurement management is very important to the progress, cost and quality control of power engineering construction. In order to better meet engineering needs and solve many problems in traditional procurement, power companies began to innovate in 2012 to use contracted inventory procurement organizations for material procurement. Agreement inventory procurement refers to forecasting the demand for materials within a certain period of time under unified technology and procurement standards, determining suppliers, purchase unit prices, and total purchase amounts through public bidding, etc., and generating purchase orders based on actual material requirements. The form of the supply order informs the supplier to provide the specified quantity of goods at the time specified on the supply order, and settle the payment with the supplier based on this. Based on the analysis and research on the procurement management practice of T company’s distribution network engineering agreement inventory materials, based on the comprehensive domestic and foreign research results, the T company’s distribution network engineering agreement inventory materials procurement plan management and supplier management are studied and analyzed. Make suggestions for improvement. First, refine the classification and evaluation index system of T company's distribution network engineering agreement inventory materials, and apply Kraljic classification and cluster analysis to classify the T company's distribution network engineering agreement inventory materials. Secondly, based on the classification results of the inventory materials of the distribution network engineering agreement, different demand forecasting methods and ordering strategies are proposed for the purchasing characteristics of different types of materials. Then, summarized and perfected the framework of T company’s supplier evaluation system, and based on the results of material classification, proposed a personalized supplier relationship management strategy for the characteristics of different types of materials. Finally, a multi-objective stochastic programming model is constructed to optimize the supplier selection and order allocation issues in the distribution phase of the contracted inventory material supply order, and carry out an example analysis. Based on T company’s business data, this paper has formed a comprehensive optimization plan for material classification, demand forecasting, inventory control, supplier relationship management, and order allocation for the management of the inventory material procurement management of the distribution network engineering agreement.
