中文摘要：	随着我国经济的发展，建筑行业规模也飞速发展，建筑业总产值在全国工业中产值中的比例也在逐步的提高。建筑业从业人数的增加给建筑业的安全管理工作带来了极大的威胁，安全事故发生率和死亡率的增加给经济发展和社会稳定带来了巨大的影响。尤其在2021年6月10日，全国人代会通过关于修改《中华人民共和国安全生产法》的决定后，建筑施工安全成为政府重点监督检查工作，也成为建筑企业重点管理工作。 本文借鉴了国内外的相关安全管理理论和经验，应用安全管理、工程项目安全管理、风险管理和安全管理体系标准进行系统研究。并以A建筑企业为研究对象，经过问卷调查、实地考察和访谈问询，对调查数据整理统计，对A企业概况、现行安全管理体系进行剖析，对照安全管理体系标准和修订后的《安全生产法》中的规定，指出A企业在安全管理组织结构、安全管理制度、安全投入、安全文化、危险源识别、应急救援等方面存在的问题。结合安全管理理论、风险管理理、安全管理体系标准及新的法律法规，对存在的问题进行深入的刨析，将安全管理体系、全过程安全管理和风险管理结合实际，设计A企业安全管理问题改进策略。通过对A企业安全组织结构重新调整、对安全管理制度进行优化、完善教育培训制度、加强企业文化建设、增加安全费用投入、运用新技术强化现场安全管理等手段促进A企业安全管理水平的提升。 本文通过对A建筑企业的研究，能够提高A企业建筑安全管理的水平和能力，也能够为其他建筑企业提供有效的借鉴。作为建筑行业从业者，能够为我国建筑行业安全管理水平的提升和核心竞争力的形成贡献自己的一份力量。
英文摘要：	As the economy in our country constantly develops, it has rapidly enlarged the scale of the construction industry, so the proportion of the total output value of the construction industry in the national industrial output value is gradually improved. Due to the growth of the number of employees in the construction industry, a great threat has been brought to the safety management of the construction industry. The economic development and social stability have been greatly influenced by the increase of safety accident incidence and mortality. In particular, construction safety has become the key supervision and inspection work of the government and the key management work of construction enterprises after the approval of the Standing Committee of the National People's Congress’s revision on Production Safety Law of the People's Republic of China by the Standing Committee of the 13th National People's Congress at the 29th meeting on June 10, 2021. By referring to the relevant safety management theories and experience at home and abroad, this thesis uses the safety management, engineering project safety management, risk management and safety management system standards to carry out the systematic research. Besides, it takes A Construction Enterprise as the research object. The survey data are sorted and counted after conducting the questionnaire survey, field investigation and interview. Then, it carries out the analysis on the general situation of Enterprise A and its current safety management system. Through the contrast with the safety management system standards and the regulations in the revised Safety Production Law, it points out the problems of Enterprise A in terms of the safety management organization structure, safety management system, safety investment, safety culture, hazard source identification, emergency rescue and so on. The existing problems are deeply analyzed by combining with safety management theory, risk management theory, safety management system standards as well as new laws and regulations. The improvement countermeasures for the safety management problems of Enterprise A are designed by combining the safety management system, the whole process safety management and risk management with actuality. Through the research on A Construction Enterprise , it is able to help the improvement of Enterprise A's level and ability in construction safety management, which can also provide effective reference for other construction enterprises. As the practitioner in the construction industry, I hope to make some contribution to the improvement of safety management level and the formation of core competitiveness in the construction industry of China.
