中文摘要：	“数字法治、智慧司法”是司法信息化的现阶段目标，为此，司法部全面启动依法治国信息化工作，着眼监狱工作实际加快推进监狱信息化发展，深化司法行政科技创新。新冠肺炎疫情的肆虐给我国监狱信息化发展带来了实战性的考验，由于不同监狱的信息化建设程度不同，能够利用哪些信息化系统解决疫情防控工作中的棘手问题成为监狱信息化建设的焦点话题。新冠肺炎疫情是应急突发事件的一种重要情景，通过分析此种情景找出更实用的信息化技术，解决有限的财政投入和市场上大量的监狱信息化应用之间的矛盾，对于未来监狱信息化的建设具有重要且实际的意义。 本文通过梳理相关文献，以需求工程理论和协同理论为理论指导，结合河北省Q监狱疫情防控期间遇到的工作问题，找出疫情视角下的信息化需求并通过半结构化访谈验证需求结果，最后为河北省Q监狱设计解决方案。 本文认为，河北省Q监狱要建设能够实现罪犯数据库共享并集成业务信息系统和安防信息系统的统一管理平台，包括拓展和完善狱情上报平台、建设监狱实时定位系统、配备移动执法终端、增加智能语音系统、设计表情识别系统和完善干警数据库等系统模块进而充实监狱安防能力和业务能力，才能满足日常工作和应急突发情景的信息化需求。本文致力于解决河北省Q监狱的信息化问题，为其他监狱应急突发情景发挥理论指导作用。
英文摘要：	"Digital law-based government" and "intelligent judicial process" is the goal of the judicial informatization system at this stage. Therefore, the Ministry of justice focuses on speeding up the progress of prison informatization to "intelligent judicial process" and deepen scientific and technological innovation in judicial administration. The outbreak of the COVID-19 has brought a real test to the development of prison informatization in China. Due to the different informatization project of prison, the introduced information systems are different. It is an important topic of what existing information systems can be used to supplement epidemic prevention and control methods for prison project construction. The novel coronavirus pneumonia epidemic is an important scenario of emergency, it is important to build a practical information technology during this scenario to solve the contradiction between limited financial input and a large number of prison information applications, which is of great importance to the development and construction of prison projects. Taking the demand engineering theory and coordination theory as the theoretical guidance, combined with the work problems encountered during the epidemic prevention in Hebei Province, this paper finds out the information needs from the perspective of the epidemic, verifies the demand results through semi-structured interviews, and finally designs solutions for Q prison in Hebei Province. This paper demonstrated that Q prison in Hebei Province should build a unified management platform that can realize criminal database sharing, integrate business information system and security information system, including expanding and improving prison situation reporting platform, building prison real-time positioning system, eQuipped with mobile law enforcement terminal, adding intelligent voice system，design the expression recognition system and improve the system modules such as police database, so as to enrich the prison security ability and management ability, so as to meet the information needs of dail.
