| 中文摘要: | 近年来,国际原油价格触底反弹,随着油价持续攀升我国的石油需求有增无减。中海油作为大型国有企业,肩负保障国家能源战略安全的使命。在此背景下,加速海洋石油天然气开发的需求十分迫切,中海油也提出“七年行动计划”的增储上产目标,其中主要的增产途径就是对已建海上平台进行改扩建。中海油下属Y公司作为渤海油田海上平台改扩建工程的设计公司,面临着项目多、工期紧的压力,对企业在项目管理,尤其是进度管理方面提出了全新的要求。 海上平台改扩建工程设计项目与其他工程项目相比,其工序繁多,进度管理更为复杂,工期要求更加紧迫。本文以Y公司承揽的渤海BZ油田改扩建工程设计项目(文中简称“BZ项目”)为研究主体,开展海上平台改扩建工程设计项目进度管理问题的相关研究。通过对项目进度管理理论和管理方法的研究,在项目实施之前首先分析BZ项目在进度管理方面的现状以及存在的实际问题,利用WBS工作分解、网络计划技术、关键路径法等进度管理工具,制订该项目的工期计划。通过专家讨论,识别出影响BZ项目进度的相关方,包括总包方、设计方、业主方、设备厂家等;深入分析各方产生的影响因素及主要原因,通过层次分析法对各影响因素的重要程度的权重进行计算和由大到小排序,更有针对性地对各项因素采取控制策略。在项目实施阶段,通过优化关键路径、增加人力投入、加强进度跟踪等措施,结合进度影响因素控制策略,实现了BZ项目进度的有效控制。最后结合挣值分析法,对项目进度开展逐月分析,验证了各项措施的有效性,达到了进度计划目标。 通过本文的研究,将工程项目进度管理的相关理论和研究成果应用在BZ项目中,深入分析了该项目工程设计阶段进度计划的制定、优化、管理、控制方法,论证了海上平台改扩建工程设计项目中进度管理改进的可行性和有效性,有效控制了项目进度,在优化工期的同时实现了项目的按期完工,也体现了企业项目管理水平的提升,为下一步探索项目管理的改进打下了基础。 | |
| 英文摘要: | In recent years, international crude oil prices have bottomed out and rebounded, and China's oil demand has increased as oil prices continue to climb.As a large state-owned enterprise, CNOOC takes the responsibility of ensuring national energy strategic security.In this context, it is urgent to accelerate the development of offshore oil and natural gas. Cnooc has also proposed the goal of increasing reserves and production in the "Seven-year Action Plan", in which the main way to increase production is to renovate and expand the existing offshore platforms.Y Company, as the design company of the reconstruction and expansion project of the offshore platform of Bohai Oilfield, is faced with the pressure of multiple projects and tight schedule, which puts forward new requirements for the enterprise in project management, especially schedule management. Compared with other engineering projects, the design project of offshore platform reconstruction and expansion has many procedures, more complicated schedule management and more urgent time limit. This thesis takes the modification and expansion project schedule management of bohai BZ oilfield as the research subject and carries out the related research on the schedule management of the offshore platform modification and expansion design project. Through the study of project schedule management theory and method, the status and existing practical problems of BZ project in schedule management are analyzed before the implementation of the project, and the schedule plan of the project is formulated by using WBS, network planning technology, critical path method and other schedule management tools. Through expert discussion, identify relevant parties that affect the progress of BZ project, including the contractor, designer, client, manufacturer.In-depth analysis of the influencing factors and the main reasons, through the AHP to calculate the importance of the weight of each influencing factor and order from large to small, more targeted to take control strategies for each factor.In the implementation stage of the project, the effective control of the BZ project schedule was realized by optimizing the critical path, increasing human input, strengthening progress tracking and combining with the control strategy of schedule influencing factors.Finally, combined with EV analysis, the project schedule was analyzed month by month to verify the effectiveness of various measures and achieve the schedule target. Through the study of this thesis, the relevant theories and research results of engineering project schedule management are applied to BZ project, analyzes the progress of the project engineering design stage, optimization, management and control method, demonstrates the offshore platform construction and engineering design in the project schedule management to improve the feasibility and effectiveness. Effectively control the project progress, in the optimization of the construction period at the same time to achieve the completion of the project on time, also reflects the improvement of enterprise project management level. It lays a foundation for the improvement of project management in the next step. | |
