中文摘要：	安全双重预防机制是具有我国特色的全新安全管理机制，该机制以风险管理、隐患排查作为生产安全事故预防的两道防线，通过全面辨识及管控风险、排查隐患，消除诱发事故因素。与此同时，企业生产经营管理中须做好安全管理工作，不同行业、领域安全管理面临着不同的监管要求与实际需要，如何针对不同企业有效建立双重预防体系，并与现有管理体系相互促进，需要开展深入研究。 本文以T物流企业现有安全管理体系为基础，从安全双重预防机制原理要求出发，综合分析该机制理论基础及应用现状，结合存在问题，全面应用LS法评估静态风险、LEC法评估动态风险，分级明确管控措施、公示方式，并将风险管理成果应用于隐患排查工作，使之程序化、制度化，从而优化了该企业风险分级管控与隐患排查双重预防机制。本文特别明确了机制持续更新优化的途径，通过风险有效管控，实现风险降级，最终达到降低风险总值的目的；另一方面，将隐患排查统计结果应用于补充完善风险清单，分析薄弱环节，建立了隐患与风险之间的反馈渠道，建设信息化系统促进实施应用效率。此外，探索了双重预防机制在新冠肺炎疫情防控方面的应用。在机制的落实保障方面，通过责任制的建立、制度完善和文化宣贯以及考核管理等手段保障了体系富有生命力的持续实施。 本文的研究成果是双重预防机制在物流行业企业的具体应用，在完善机制建设的同时进一步提出了持续改进以及保障落实的方式方法，将机制建设成果拓展应用到责任制建立、培训教育、安全文化建设、安全考核等现有安全管理领域，完成了双重预防从机制到体系的优化，对外能够满足最新监管要求，对内能够促进企业达成更优秀的安全绩效，是实现“本质安全”的有效途径。
英文摘要：	The dual safety prevention mechanism is a new safety management mechanism with Chinese characteristics. The mechanism takes risk management and hidden trouble investigation as the two lines of defense for production safety accident prevention. By comprehensively identifying risks, controlling risks and identifying hidden troubles, the accident potential factors can be eliminated. At the same time, safety management is an integral part of enterprise production and operation management. Safety management in different industries and fields faces different regulatory requirements and actual needs. In-depth research is needed on how to effectively establish dual prevention mechanisms for different enterprises and promote each other with the existing management system. Based on the existing security management of T company, this thesis comprehensively analyzed the basic theory, application status, existing problems and other aspects of the mechanism, and systematically sorted out the key research results of the dual safety prevention mechanism. Optimizing the safety dual prevention system though comprehensively evaluates static risks with LS method and dynamic risks with LEC method, then clarifies control measures and publicity channels. In addition, the results of risk management were applied to the investigation of hidden dangers and make investigation method procedural and institutionalized. This thesis particularly defined the ways to continuously update and optimize the mechanism, improve risk management by demoting the risk level and continuously reducing the total amount of risk. On the other hand, apply the results of hidden dangers to supplement and improve the risk list, analyze the weak links, and establish a feedback channel between hidden dangers and risks, established informational methods to promote the improvement of application efficiency, explored the application of dual prevention mechanism in COVID-19 epidemic prevention and control. To ensure the sustainable implementation of the mechanism by the establishment of the responsibility system, the improvement of the system and the promotion of culture and performance assessment. The research results of this thesis are the specific application of dual prevention mechanism in logistics enterprises. While improving the mechanism construction, further proposes the methods of continuous improvement and guarantee implementation, and upgrade the dual safety prevention from mechanism to system though extends the mechanism construction achievements to the existing safety management fields such as responsibility system establishment, safety culture construction, safety assessment. We can externally meet the regulatory requirements, while internally promote enterprises to achieve more excellent safety performance. It is the effective way to realize "intrinsically safe".
