| 中文摘要: | 随着数字政府转型全面提速,中央及各地均在探索建设便捷的电子政务服务新模式,政府也需要不断改进政务信息管理方式,各部门过去一直沿用的自建自管的传统模式已难以适应大规模的信息化建设需要,多部门参与共建的项目工程逐步成为政务信息化工程建设的主要形态,由于该类项目涉及的政府部门多,引发了很多有关政务信息化项目的管理问题,而沟通管理问题则是其中最突出的问题之一,由于缺乏对参与项目建设的各个部门实施有效的沟通管理,造成各方不能连接起来发挥综合效应。因此我们有必要对多部门共同参与建设的政务信息化项目的沟通管理进行研究。 基于这一背景,本文结合A市政务信息化项目建设的实际经验,分析沟通管理在项目的启动、建设、上线运行三个不同阶段跨部门工作中产生的影响,发现管理中存在的问题,提出有针对性的改进方法和保障措施,尝试从沟通管理和相关方管理体系的协同视角研究项目建设过程中的跨部门沟通问题,将多部门共建的软件工程项目特点与项目管理、相关方分析、沟通管理等理论相结合,通过较为系统的理论分析和方法策略总结,得出一套适合我国政务信息化项目的跨部门沟通管理方法,即以项目组为核心,通过对项目相关方的全面分析,分类分部门制定操作性强的沟通管理计划,规范部门间的信息发布工作,分阶段选择合适的沟通方式,从而不断提升各部门参与项目建设的沟通积极性,以使项目相关信息正确快速的传递,优化项目资源配置,提高项目成功率。 本文通过对以上内容的研究整理,讨论了在现有体制下,通过管理手段改进优化组织间沟通,促进跨部门沟通协作体系建立的过程。希望本文对促进政务信息化项目中的跨部门沟通合作具有一定的实践意义。 | |
| 英文摘要: | Overall acceleration as digital government transformation, all parts of the central and the local government are exploring to build a new service-oriented e-government patterns, and the government also needs to improve the way of government affairs information management, the self-department build from tube dimension of traditional pattern is hard to adapt to large-scale information construction tasks, inter-departmental sharing project has gradually become the main form of the e-government of engineering construction, because of the large number of government sectors involved in this project, raising many questions about e-government project management, communication management problem is one of the most outstanding one of the problems, due to lack of participation in the project construction management departments implement effective communication, As a result, all parties cannot be connected to play a comprehensive effect. Therefore, it is necessary for us to study the communication and management of the project of government affairs informatization which is jointly constructed by multiple departments. Based on this background, this thesis combines with the practical experience of A’s e-government project, discusses the influence of communication management during the project’s three different stages across sectors, the impact of work found that problems exist in the management and targeted improvement methods and guarantee measures are put forward, trying to research the cross-departmental communication problems in the course of the construction of research projects. Combining software engineering characteristics with project management, project related parties and the theory of communication management, through a systematic analysis on the theory and method of strategy, it is concluded that a set of suitable for China's e-government project inter-departmental communication management methods. According to the project team as the core, through the comprehensive analysis of the project related parties, classified points department to make the communication management plan, with strong operational specification information release work between departments, to choose the right means of communication in stages, so as to enhance the initiative and efficiency of the inter-departmental communication, improving communication departments participate in the project construction enthusiasm, in order to make rapid transfer projects related to the information is correct, optimize the distribution of project resources, improve the success rate of project. Through the research and sorting of the above contents, this thesis discusses the process of improving and optimizing inter-organizational communication and promoting the establishment of cross-department communication and cooperation system through management means under the existing system. The inter-department communication management issues discussed in each stage of the project, they do not exist independently in a single department, but interact with each other and have an inseparable relationship. Some common problems can be solved first by adjusting management methods, while some problems can only be solved through long-term efforts after the joint implementation of multiple measures. It is hoped that the viewpoints put forward in this thesis will be of practical significance to the promotion of inter-departmental communication and cooperation in government affairs informatization projects. | |
