| 中文摘要: | 中国正在不断强化在国际市场的地位,需要不断适应国际规则和标准,创新我国的各项贸易、金融、法律等制度。自贸试验区作为中国全面深化改革、扩大开发的重要举措,已逐步复制推广至全国多个省市。随着自贸试验区范围不断扩大,各地面临产业趋同、战略定位重合、同质竞争明显等突出问题,往往造成了恶性竞争的局面,不利于各地利用既有产业基础和优势资源进行差异化发展。在自贸试验区政策多批次复制、推广、普惠化之后,各地方政府要通过公共政策和公共产品的供给和创新,通过战略管理思想来合理地、系统性地发展地方特色产业,才能形成各自的区域优势。 本文运用战略管理理论,对天津在环渤海经济圈的核心位置以及面临的国家五大战略叠加的历史机遇和产业基础进行背景剖析,采用SWOT分析、PEST分析、钻石竞争模型、产业集聚理论、公共产品理论等对于天津自贸试验区内外环境进行详细归纳,提出内部各区发展趋同、外部竞争压力、管理机制等突出问题。面对民营经济欠发达、企业创新能力不足、新批复的自贸试验区竞争等劣势和挑战,选取战略管理理论对天津自贸试验区整体发展进行差异化分析,拟定差异化、集中性原则进行战略定位。同时,提出重塑战略定位、核心产业布局、差异化发展的策略建议,并制定招商引资体系、创新体系和强化制度保障,从而形成产业更加明晰、战略定位更加夯实、招商团队更加专业、体制机制更加合理的自贸试验区发展新局面。 为使得战略管理理论更好地服务于自贸试验区发展,总结出强化实施的保障措施。首先, 要优化产业引育体系,以完善的公共产品体系为基础,以专业性和系统性作为保障,建立适应自贸试验区发展的招商保障。其次,要强化制度保障,一是通过梳理优化自贸试验区管理体制,优化制度保障;二是深化改革,推动政审批制度和负面清单改革等保障;三是建立评价体系,完善目标制定、招商引资、创新落地、复制推广等整体链路的体系。最后,提出进一步扩大自贸试验区地理范围作为创新战略和新兴产业发展的重要载体保障。 | |
| 英文摘要: | China is constantly deepening its position in the international market. It needs to constantly adapt to international rules and standards, and innovate the trade, financial, and legal systems. As an important measure of opening up and reforms, the Pilot Free Trade Zone has been gradually replicated and extended to many provinces and cities across the country. As the scope of the FTZ continues to expand, all regions are facing prominent problems such as industry convergence, overlapping strategic positioning, and obvious homogeneity competition, which often creates a situation of vicious competition, which is not conducive to the use of existing industrial foundations and superior resources for differentiated development. After the policies of the FTZ are replicated, promoted, and universalized in multiple batches, local governments should use strategy theory and develop local characteristic industries rationally and systematically through the supply and innovation of public policies and public products. This thesis uses strategic theory to analyze the background of Tianjin’s core position in the Bohai Rim Economic Circle and the historical opportunities and industrial foundations of the country’s five major strategies. It uses SWOT analysis, PEST theory, Michael Porter's Five Forces Model, industrial agglomeration theory, public product theory to make a detailed summary of the external environment of the Tianjin FTZ, and proposes the convergence of internal development, external competition pressure, management mechanisms. In view of the disadvantages and challenges, such as underdeveloped private economy, insufficient corporate innovation ability, backward modern service industry, low proportion of high-end talents, frequent negative impacts, newly approved FTZs competition, the thesis selects strategies to conduct a differentiated analysis of the overall development of the Tianjin FTZ and formulates the principles of external differentiation and overall concentration for strategic positioning. At the same time, it puts forward strategic suggestions for reshaping strategic positioning, industrial upgrading and differentiated development. It formulates investment promotion systems, innovation systems and strengthened institutional guarantees. A diversified system of government investment promotion evaluation is formulated to form a new FTZ with clearer industries, more consolidated strategic positioning, more professional investment teams, and more reasonable institutional mechanisms. In order to make the strategy theory better serve the innovative development of Tianjin FTZ, the thesis summarizes the safeguard measures for strengthening implementation. First of all, it is necessary to optimize the investment promotion system, based on a sound public product system, establish a professional and systematic investment protection guarantee suitable for the innovative development of the FTZ. Secondly, it is necessary to strengthen institutional guarantees. One is to optimize the management system of the FTZ and to optimize system guarantees; the second is to deepen reforms and promote the reform of the political approval system and negative list reforms; the third is to establish an evaluation system to improve target setting and investment promotion, innovative implementation, policy replication and overall system. Finally, it proposes to further expand the geographic scope of FTZ as an important guarantee for the innovation strategy and the development of emerging industries. | |
