中文摘要:随着我国向高质量发展阶段迈进,经济结构的调整、资源配置效率的提升以及供给侧改革等,都对企业的经营管理提出了更高的要求。作为一类特殊形式的国有企业,区域政府平台公司是区域开发和投资建设的重要实施主体,一直以来为区域的开发建设、投融资以及区域产业发展做出了重要贡献。但在新形势下,伴随着国有企业改革、债务融资以及市场竞争等多重压力,平台公司面临着巨大的压力与挑战。所以,如何乘势而上,把握战略发展机遇,合理规划发展路径,推动平台公司实现市场化转型,进一步增强企业活力,持续支持区域基础设施建设和区域产业发展,成为区域政府平台公司发展的必然趋势。 T公司位于天津港保税区,作为国有区域平台公司,一直以来为保税区的开发开放贡献着重要力量,对区域经济发展起着十分重要的促进作用,但在多年来的发展过程中,也积累了许多问题。本文在对发展战略、战略优化、平台公司、平台公司发展历程等相关理论进行研究的基础上,结合T公司的发展现状,对T公司现有发展战略存在的问题进行了研究。随后,从多个角度出发,对公司外部环境和内部环境进行了分析,得出T公司作为区域政府平台公司的优势、劣势以及面临的机遇和威胁,并在综合分析的基础上,以发展的眼光探索目前形势下T公司作为政府平台公司发展战略优化的方向,从公司总体发展战略及各板块业务发展战略两个方面对T公司发展战略提出了优化建议,包括打造以市场化为导向的公司核心竞争力、进行业务资源整合与拓展、大力开发重点业务板块等。本文最后从组织保障、制度保障以及人才保障三个方面提出实施保障措施,包括以战略目标为导向的组织架构调整与优化、建立有效的战略管理和财务风险防控体系、优化提升人力资源管理的效率和效果等,以确保T公司的发展战略得以顺利实施。 
英文摘要:As China moves toward the stage of high-quality development, the adjustment of economic structure, the improvement of the efficiency of resource allocation and the reform of the supply side have put forward higher requirements for the operation and management of enterprises.As a special type of enterprise, regional government platform corporation is an important implementation subject of regional development, investment, and construction, making great contributions to regional development and construction, investment and financing as well as regional industrial development.However, in the new situation, with the multiple pressures of SOE reform, debt financing and market competition, platform corporations are facing enormous pressure and challenges.Therefore, it has become an inevitable trend for the development of regional government platform corporations to take advantage of the trend, grasp the strategic development opportunities, reasonably plan the development path, promote the platform corporations to achieve market-oriented transformation, further enhance the vitality of enterprises, and continue to support the construction of regional infrastructure and regional industrial development. T Corporation is located in Tianjin Port Bonded Area.As a state-owned regional platform corporation, T Corporation has been contributing an important force to the development and opening up of the Bonded Area and playing a very important role in promoting regional economic development.However, many problems have been accumulated in the process of development over the years.Based on the research of development strategy, strategy optimization, platform corporation, development history of platform corporation and other related theories, this thesis discusses the problems existing in the current development strategy of T Corporation in combination with the development status of T Corporation.Then, from multiple perspectives, the external and internal environment of the corporation is analyzed.The advantages, disadvantages, opportunities and threats T Corporation faces as a regional government platform corporation are concluded.On the basis of the comprehensive analysis, the direction of optimization of the development strategy of T Corporation as a government platform corporation under the current situation is explored from the perspective of development.The optimization suggestions for the development strategy of T Corporation are put forward from two aspects of the corporation's overall development strategy and the business development strategy of each sector, including establishing core competitiveness of the corporation oriented by market, integrating and expanding business resources, and vigorously developing key business sectors. Finally, from three aspects of organization guarantee, system guarantee, and talent guarantee, the thesis puts forward safeguard measures, including strategic goal oriented organization structure adjustment and optimization, the establishment of effective strategic management and financial risk prevention and control system, optimization of improve the efficiency and effect of human resource management, etc., to ensure that the T corporation's development strategy implemented smoothly.
