中文摘要: 随着 CCAR-121 R5 版于 2017 年 9 月的正式发布,标志着中国民航维修业正式进入全外委维修管理模式。为了适应公司规模的快速发展,越来越多的航空公司选择将工程管理委托给协议维修单位去承担,但为了确保适航性责任的落实,航空公司需要建立质量管理系统,确保外委工作的质量满足公司的质量目标。XP航空 2018 年通过了民航局的审定,开始正式推行维修工程管理。但外委工作开展一段时间后,开始暴露一些之前未曾预料到的衍生问题,外委初期建立的质量管理系统逐渐难以保证外委工作维持在较高的质量水平。如何针对这些衍生问题,建立动态调整的质量管理政策,是当前监管局方和航司关注的重点,也是本文的研究目的。 笔者首先通过文献研究整理,分析了国内外的维修外委质量管理现状和规章政策要求、研究了维修外委和质量管理理论,选取ISO9001质量管理体系、 全面质量管理理论及相关质量管理工具、人为因素理论、根源因理论、安全风 险理论作为本文的理论基础。以文献综述法、人员访谈法、现场调查法作为本文的主要研究方法。 其次,以XP航空维修外委质量管理优化为研究对象,从质量策划、质量 实施、质量评价、持续提升四个方面进对当前公司维修外委质量管理系统存在 的问题进行了调查和分析。基于问题原因,确定了 XP航空维修外委质量管理系统的三大优化目标:提升质量管理能力、完善质量管理政策、优化持续改进方案。 最后应用系统图将优化目标进行分解,形成了覆盖 XP 航空维修外委质量管理系统各个环节的四大优化方案:关键岗位评审、外委单位核心绩效评价、 质量小组建设、监管政策优化,并应用到了实践当中。 本文研究成果具有较强的通用性与实用型,对国内正在实施或拟实施维修 工程管理外委的航空公司,具有重要的指导和借鉴作用。 
英文摘要: As the CCAR-121R5 edition was officially released in September 2017, it marked the civil airline maintenance industry of China officially coming into the entirely maintenance management outsourcing mode. In order to meet the rapid development of the airlines, more and more airlines are choosing to entrust engineering management to contract maintenance companies. However, to ensure compliance with airworthiness responsibilities, airlines must establish a quality management system to ensure the quality of outsourced work meets the quality objectives of the company. XP Airlines passed the approval of the Civil airline Authority in 2018, began to formally implement maintenance engineering management. However, after a period of work, it began to expose some unforeseen derivative problems, and the quality management system established in the early stage of the outsourcing team gradually failed to ensure that outsourcing work was maintained at a high level of quality. How to establish a dynamically adjusted quality management policy in response to these derived problems is the focus of current airlines and authorities, and is also the research purpose of this article. The author analyzed the current situation of quality management of maintenance outsourcing inboard and abroad and the requirements of regulations and policies through research and collection of literature firstly , and have studied the theories of quality management and maintenance outsourcing, and then, aiming at the quality management problems of XP airline, chooses the ISO9001 quality management system, Total quality management theory and related quality management tools, human factor theory, root cause theory, security risk theory as the theoretical basis of this article. Take the literature review method, the staff interview method, and the field survey method as the main research methods for this article. Firstly, through personnel interview and on-site investigation, combined with the historical data of XP airlines’ business supervision, the author finds that there are the following problems in the outsouring quality management system of XP airline: Secondly, the study was conducted in Taking XP airlines’ maintenance II Abstract outsourcing quality management optimization as an object of research, the company's current maintenance outsourcing quality management system has been investigated and analyzed from the four aspects of quality planning, quality implementation, quality assessment and continuous improvement. Based on the reasons of the problem, three optimization objectives of the quality management system of XP airline maintenance outsourcing are determined: bossting quality management capabilities, improving quality management policies and optimizing continuous improvement programs. Finally, the optimized objectives were disintegrated by the system diagrams, and four optimization schemes covered various aspects of the quality management system of the XP airlines maintenance outsourcing are formed: key post review, core performance evaluation of the outsourcing unit, quality group construction, supervision policy optimization, and applied to practice. The research results have strong generality and practicality, and have very important guidance and reference for airlines that are implementing or planning to implement maintenance engineering management outsourcing in China.
