| 中文摘要: | 伴随着经济全球化和工业化、城市化进程的推进,区域一体化发展已成为一股不可阻挡的潮流成为发展大势。随着资本要素和全球资源配置的国际化,国与国的界限、行政区划的概念变得愈发模糊。经济的飞速发展、区域一体化进程的推进使得综合国力的竞争体现在区域竞争力提升上,区域合作成为时代发展的必然选择。而目前我国行政区划所暴露出的区域分割问题,已成为区域协作的体制性障碍。“条块分割”问题不仅制约着区域协作的整体推进,更制约着区域“增长极”质的飞跃和总体竞争力的提升。滨海新区作为国家综合配套改革试验区,其特有的行政区与功能区构成的复杂性和独特性,赋予其解决实际问题与攻克全国面上问题的先试先行权。本文正是寻着这一问题,展开了从理论到实践的探索。 本文首先运用行政管理学、管理学、政治学、经济学、制度哲学、伦理学以及社会学等多学科交叉研究方法,对政府介入区域经济发展的理论进行了着重探讨。通过理论探讨旨在说明政府对经济实施干预源于市场失灵,但在实践中往往会出现政府干预过度,越位、错位、缺位现象。进而说明政府职能定位应合理界定市场与政府的边界。其次,就区域协作中的问题,运用区域合作理论、制度经济学理论和“博弈论”分析方法,就区域协作与非协作问题、成因进行了从理论到实践的着重分析,从而得出区域非协作源于区域利益与多元利益主体的博弈,利益格局分配以及制度上的缺陷。第三,就区域协作、一体化发展问题,从行政管理学角度,着重对政府管理模式的演化脉络进行了理论上的梳理,指出政府管理模式的演化伴随着社会的变迁和制度变迁,循着从统治行政→管理行政→服务行政发展脉络。不同的历史发展阶段,其政府管理模式具有不同的选择,不同的政府管理模式特征反映了经济基础与上层建筑的契合关系。第四,政府转型是我国行政体制改革深化与服务型政府建设的宏观基础背景。全球化浪潮、国外公共管理运动、管理主义政府管理所面临的冲击以及区域协调问题共同构成了政府转型的时代背景。在对政府管理模式结构转化历史分析和西方行政改革实践概括总结的基础上,从静态与动态的角度,就结构转型的目标模式——服务行政进行了着重分析。指出政府结构转型应以公共服务职能为核心,充分体现有限行政、法治行政、责任行政、民主行政、公开行政、效能行政的理念。第五,针对区域非协作与一体化发展矛盾冲突,运用政府区域治理理论,对欧盟区域治理的制度框架、权威主体、运行机制等进行了剖析,以期为我国区域治理提供经验借鉴。针对我国都市圈发展的区域化特征,运用比较研究方法,对伦敦和纽约国际大都市区域治理的做法进行了比较分析,分别概括提炼了政府管理模式的特征,以期从中观层面,为京津冀都市圈区域一体化发展提供经验借鉴。从微观层面,对浦东新区政府管理体制改革的发展阶段、管理模式选择、改革举措等进行了着重分析,以期为滨海新区行政管理体制改革提供经验借鉴。第六,针对滨海新区区域构成和特征,分析了滨海新区在区域协调和区域整合中的实践困境及所存在的问题,在此基础上,依据国际大都市政府管理体制改革的发展趋势及国内外经验借鉴,构建滨海新区政府管理模式选择及方案设计,且对方案设计进行利弊评估的基础上,提出了借鉴浦东模式,整合现有的行政区与功能区,构建滨海新区一级政府管理模式和不改变现有的行政区划,构建 “行政三分制”的赋予副省级管理权限的大区域政府管理模式的战略构想,并据此提出了相应的对策建议。 关键词:区域协作 行政管理 区域治理 浦东新区 滨海新区 | |
| 英文摘要: | Regional integration development has become an irresistible trend. With the globalization of economic capital and resources allocation, urbanization and industrialization , the conception of countries’ administrative boundaries is becoming more blurred . the rapid economic development, regional integration process of promoting competition makes philosophy,social embodied in the regional competitiveness on regional cooperation, as the era of development.and readjustlnents subdivisions of the speed,weak region of segmention, has become a regional cooperation of the institutional barriers.Segmentary problem not only restricts the overall regional cooperation, but also restricts the qualitative leap and overall competitiveness of the regional growth pole .Tianjin Binhai New area, as a test area of national comprehensive reform, its unique constitution of Special Administrative Region and Functional Region gives it the ability to solve practical problems and to overcome the problem in the national scope right away. With this problem, the dissertation starts its exploration from theory to practice. Firstly, this dissertation uses interdisciplinary research methods of administrative management, management, political science, economics, the system philosophy, ethicsociology , sociology and so on, focusing on the theory about government’s intervention on regional economic development .Through the theory, it seeks to show that government intervention in the economy stems from the market failure, but often has excessive interference, offside, dislocation, or absent in practice. Furthermore, it explains that the government function positioning should reasonably definite the border between the market and the government.Secondly, on the problem of regional cooperation , this chapter uses the regional cooperation theory, the system economic theory and the "game theory" methods to make theory-oriented to practice-oriented emphatic analysis on regional cooperation & non-collaboration problems and the causes , then get to the conclusion that the regional non - collaboration is derived from the game between regional benefits and the multiple benefits subjects , and from Non-balance of the benefits distribution pattern and of the system defect.Thirdly, as to the regional cooperation and integration issues, from the perspective of administration management, this chapter focuses on theoretically sorting out the evolution of government management model,pointing out that the evolution of government management model, along with the social changes and institutional changes, follows the thread development rule of Administration → Administration Management→Services Administration.Government has a different management model selection at different historical development stages , different characteristics of government management model reflect fitness between the economic base and the superstructure.Fourthly,the Government administration reform is the basic macroeconomic foundationin of our adminstrative transition’s deepening and service-oriented government’s building. Wave of globalization, foreign public administration campaign , challenge to managerialism of government management, as well as regional coordination of governments together constitute the background of transitioning . On the basis of historical analysis on government's management model structure transformation and summarization of the Western administration reform practice , it conducted a focused analysis on the the target model of structural transformation - Services Administration from the static and dynamic perspective ,pointed out that the government restructuring should take the public service functions as core, and fully reflect the idea of limited administration, legal administration, responsible administration, democratic administration, open administration and efficient administration.Fifthly,directing toward contradiction and conflict of development in regional non-cooperation and integration ,making use of government regional governance & control theory, this chapter made an analysis on EU system of regional governance &control framework, the authority subject, operating mechanisms to provide our country with experience of regional governance & control.According to the characteristics of regionalization of our metropolitan development, it compared international metropolis regional governance & control practices between London and New York by using comparative research way,then summarized and separately extracted the characteristics of government management mode of the two metropolis in order to provide experience to the Beijing-Tianjin-Hebei Metropolitan Regional Integration development with a view from the meso-level.From the view of micro-level,it made an emphatical analysis on the Pudong New Area government's management system development stage, management mode selection , reform initiatives and so on so that Binhai New Area could get some inspirations concerning administrative reform. Sixthly, based on the analysis of the existent practice plight and the question of Tianjin Binhai New Area in the regional coordination and regional integration, directing toward the composition and characteristics of Binhai New Area,learning experience from international metropolis government management reform and the domestic and foreign development , this chapter aimed to find the Binhai New Area government management mode selection and program design.After the assessment of the advantages and disadvantages of the program design,with reference to Pudong Model, it suggested integrating existing administrative and functional areas, to build the Binhai New Area top level government management models,and to build "three parts of administration system",a large regional management model, which provides sub-provincial administrative privileges without changing existing administrative divisions.Finally, it proposed some countermeasures and advice.
