中文摘要：	随着数字化时代的到来，网络在人们生活中扮演越来越重要的角色，无时无刻的网络需求促使云计算技术飞速发展，企业上云是数字化时代的必然选择而云计算咨询业务可以帮助企业完成上云规划。W公司正是一家从事云计算咨询服务的公司，随着业务发展，项目管理遇到诸多问题，本文以W公司咨询项目管理问题为切入点，提出解决策略实现咨询项目“可控可管”的目标。 W公司咨询项目管理遇到的问题包括：客户需求不易掌握，资源管理混乱，项目进度难于控制，项目经理难以全面承担管理职责等。分析了这些问题产生的原因，作者提出将项目管理与项目实施分开的管理设想。项目实施由项目经理负责，项目管理制度按照问题类型分别设计，为提高管理效率，这些管理制度会通过项目管理办公室统一组织实施。形成项目经理加项目管理办公室的组合，项目管理策略分为：需求评审与变更管理、资源管理、项目进度管理以及项目管理办公室。 需求评审选用公开评审的方式并由各领域专家把关需求可行性。变更管理明确责任人和管理变更过程避免量变产生质变。资源管理通过明确管理工具与过程指导组织科学的进行资源分解并最终实现资源预测。进度管理明确了时间和预算两个监测维度，并分别引入管理工具，将被动管理转变为主动规划，形成了事前干预。考虑到项目管理现缺乏统一的责任人，实施过程也缺乏统一组织。提出项目管理办公室这一组织形式，该组织本身研究的是项目管理工作与公司诉求高度吻合。其职能可按项目管理各项制度划分，它既是方案的一部分，也是方案得以顺利实施的组织保障。 本文使用的管理方法均来自于项目管理理论。包括工作分解结构、资源分解结构、挣值法、甘特图法。 经过一段时间的实施发现本策略可以提高咨询项目的管理精细度、资源利用率以及项目完成度、并最终增加了项目收益。本文研究对象是以咨询公司为蓝本，行业针对性强，对同行业具有一定的借鉴意义。
英文摘要：	Internet plays an increasingly important role in people’s life while digital times is coming. Cloud computing is one of the technologies that contributes to it. Company W is a consulting firm who targets on cloud strategy planning. With continuous business growth. The author finds some challenges on project management. The challenges include: Changeable customer demands. Blurry project progress. No resource management. Project manager is hard to take on all the responsibilities. Hence. The author improves the management process by dividing project management and project delivery. Project manager is in charge of delivery. Project management tactics contain a group of mechanisms include work scope management. Resource Management. Project progress management. And Project management office. Work scope management can reduce the risk of wrong definition. Resource management introduces the tool and finally make resource forecasting come to true. Progress management include timeline and cost monitoring. We can start to engage from planning. Project management office is the organization which can lead the tactics implementation. All the methods applied are coming from project management theory. Include work breakdown structure. Resource breakdown structure. Gantt chart. And earned value method. It proves that the tactics have great value on improving the quality of project management. Resource management. Monitoring project progress and improving financial outcomes. This paper is taking consulting firm as example. It may be applicable in terms of practical to the same industry.
